RADIO SYSTEM COMPONENTS Contact Vivian McGhee, Source Development
Analyst, Robins AFB, GA 31098-1600, 912-926-7073. This is NOT a
presolicitation notice pursuant to FAR Part 5, but is a Sources Sought
Synopsis to identify potential sources for the manufacture,
production, test, packaging of ARC-190 HF Communication Radio System
Components for Airborne application. The components will be
manufactured and produced using level three reprocurement packages. The
system components include the following Line Replaceable Units (LRUs):
Automatic Communications Processor (ACP) Control, C-11814;
Receiver-Transmitter, RT-1341(V)8, Antenna Coupler (Probe),
CU-2275(V)1; Antenna Coupler (Long Wire), CU-22725(V)2; Antenna Coupler
Mount, MT-6141; ACP, CP-2024A; and ACP Mount, MT-6515. Assorted spare
parts, a full system performance specification, and testing procedures
for first article test and acceptance will be delivered as part of
this requirement. Delivery of five (5) complete systems which are to be
tested and proven to be qualified for operational use in airborne
applications. The period of performance will be approximately 12 months
to complete first article test and acceptance. If opted, production
deliveries are estimated to begin in FY98. Interested contractors will
require a security clearance of ``Secret''. It is estimated that the
program will begin the first quarter of FY97. A formal solicitation
does not exist at this time. This survey is for information and
planning purposes only and does not constitute an Invitation for Bid or
Request for Proposal and is not to be construed as a commitment by the
Government. WR-ALC anticipates a competitive acquisition using
government furnished specifications, statement of objectives, etc.
Potential sources interested in participating in this survey must
provide a written response that includes: Company Name, Address, Cage
Code, Point of Contact, Size of Business pursuant to SIC 3663 and 3644;
Level of Security of Clearance, Statement of Domestic or Foreign
Ownership, a copy of DD Form 2345 - Military Critical Technical Data
Agreement, and documentation showing capabilities and experience
(brochures, literature, contractual histories, etc.). Contractors may
obtain a DD Form 2345 certification by contracting Defense Logistics
Service Center at 1-800-352-3572. The extent of foreign participation
has not yet been determined and release of information will be
determined at the time of solicitation. Capability and experience
documentation must include discussion of your company's experience in
the following areas: 1) Your experience in the design and construction
of Airborne HF Communications Systems capable of basic HF
communications, Automatic Link Establishment with MIL STD waveforms and
Selective Call (SELCAL) - Air Traffic Control one way communication 2)
Your company's capability to manufacture state of the art HF
communications systems, 3) Your company's capability to develop
Automatic Test Equipment and Test Program Sets, and 4) Your company's
engineering capabilities to recommend and implement changes to update
drawings, components, etc., thus, ensuring parts obsolescence does not
repair the life cycle of the components. Failure to provide all
requested information may result in your company not being placed on
the initial source list when/if a requirement is generated. Questions
