99 -- IMAGER AND SOUNDER INSTRUMENTS FOR GEOSTATIONARY OPERATIONAL EN VIRONMENTAL SATELLITES (GOES) POC Clelia Walker, Contracting Officer, Code 214.2, (301) 286-1351. NASA/GSFC intends to contract, on a sole source basis, with ITT Aerospace/Communications of Fort Wayne, IN, for two Imager and Sounder instruments, plus options for two additional Sounders and Imagers, which will fly on the GOES follow-on spacecraft (GOES-N/O/P/Q). The GOES N-Q spacecraft will be the subject of a separate, competitive procurement to take place later this year. The GOES satellite is based on a three-axis, body-stabilized design that enables the instruments to continuously view the continental United States and neighboring environs and provide data for weather forecasting. This procurement is a follow-on to existing contract NAS5-29500. The Imager is a multispectral, earth-scanning instrument capable of sweeping simultaneously one visible and four infrared channels to monitor surface temperature, low-level moisture and convective intensity and other temperature and moisture profiles. The Sounder instrument has additional spectral channels that enable production of vertical temperature profiles, vertical moisture profiles and other temperature and moisture profiles. The National Oceanic and Atmospheric Administration (NOAA) has established the requirement for two sets of Imager and Sounder instruments to be delivered by April 2000 and April 2001, respectively. The instruments are to be built to the specifications for GOES-M instruments, which are being built by ITT under a subcontract to the current NASA prime contract for GOES with Space Systems/Loral. The optional sets of instruments would be delivered in May 2002 and November 2003. NOAA's intent is to provide a bridge from the current series of GOES satellites (GOES-I/J/K/L/M) to a new generation of satellites, of which the first (GOES-R) will be launched in 2008. A full and open competition is anticipated for this new generation of satellites in late 1999. Because of the short lead-time required for delivery of the GOES-N/O/P/Q instruments and because of ITT's immediate experience with the current GOES-I-M instruments, ITT is uniquely qualified to build the instruments within the required time frame and at the lowest possible cost. The statutory authority for Other Than Full and Open Competition is 10 U.S.C 2304(c)(1), Only One Responsible Source. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the GSFC Contracting Officer listed above.
