is issuing a sources sought notice regarding a proposed procurement for
a Replacement Telephone System at the VA Medical Center (VAMC),
Lexington, KY. The VAMC Lexington, KY is a two division facility,
Leestown Division and Cooper Drive Division. Two telephone switches
(EPABX's) would be required; one for each division. The switch
capacities are as follows: Leestown Division - Equipped 1966, Wired
2457, Projected Maximum Growth 3071; Cooper Drive Division - Equipped
2170, Wired 2712, Projected Maximum Growth 3390. This procurement would
include furnishing and installing public address systems, fiber optic
and copper cable distribution systems. After cut-over and acceptance,
there would be a minimum one year warranty period and nine (9) one year
options for maintenance services. The Davis Bacon Act, Service Contract
Act and Miller Act would be applicable to this procurement. The
Standard Industrial Classification (SIC) Code which would be assigned
to this procurement is 1731. This notice is issued to develop a listing
of Small Business Administration (SBA) 8(a) firms for this procurement.
Only SBA 8(a) firms holding SIC Code 1731 are to respond to this
notice. SBA 8(a) firms are requested to provide two capability
statements. The technical capability statement will include firm
experience with projects of this size and scope to include
identification of telephone switch equipment experience and knowledge
and experience of key personnel. Firms are to provide a list of
telephone equipment installations indicating size and scope for
contracts awarded within the last three (3) years. Financial capability
statements will include the ability to finance a project of this size
and scope and the ability to acquire a bid bond for this procurement.
Financial capability staements will include a list of all contracts
awarded within the last three (3) years in which the SBA 8(a) firm was
a prime contractor. Capability statements are to be sent to Deborah
Martinez, Department of Veterans Affairs, Metro Plaza II, Suite 850,
8403 Colesville Rd., Silver Spring, MD 20910 by February 23, 1996.
