delivery, indefinite quantity contract for environmental consultation
services to assist the General Services Administration (GSA) to outline
the nature of the investigations and analyses required as the basis for
preparing an Environmental Assessment (EA) and/or Environmental Impact
Statement (EIS) for one or more proposed federal action(s) that may
have significant impact on the environment. It is anticipated that a
single award will be made for these services and that projects may be
assigned in any geographical areas within GSA's Pacific Rim Region,
which includes the states of California, Nevada, Arizona and Hawaii and
Pacific Islands and trust territories such as Guam, Saipan and American
Samoa. When requested by GSA through a work order, the Environmental
Analysis Contractor will furnish services to research, evaluate, study
and analyze environmental impacts associated with the proposed
project. The subject of analysis will include but not be limited to,
environmental resources, cultural and archeological resources,
biological resources, geotechnical conditions, traffic patterns and
road capacity, hazardous or toxic wastes generation and levels, ambient
air quality and resources, historic structure and preservation, and
other environmental related analyses as requested by the Government.
The end products can be an Environmental Assessment (EA) or an
Environmental Impact Statement (EIS), or an EA that may form the basis
for an EIS. The level of documentation will be determined by the
Government. The documents shall meet all requirements of the National
Environmental Policy Act of 1969 (42 U.S.C. 4321, et. seq. as
specifically defined in Section 102 (2)(C) of the Act. The EA and/or
EIS shall be prepared in accordance with the Council on Environmental
Quality's (CEQ) regulations which implement the Act (40 CFR Part 1500),
and in accordance with applicable GSA regulations and procedures. The
proposed work orders will have an anticipated value range of $15,000 to
$150,000. The contract will be for one year with one (1), one-year
renewal option. The estimated date for start of performance is May 7,
1996. The total cumulative yearly contract award amount of all work
orders will not exceed $750,000 for each year of the contract. The
resultant contract will include hourly rates for anticipated
disciplines for use in negotiating fixed-price work orders. Projects
under this contract will generally include proposed new construction,
repair and alterations to existing federal buildings, master facility
plans, large scale space acquisition within a metropolitan area,
construction or renovation of special use facilities such as border
stations, laboratories and major research centers, proposed actions
within a floodplain and other similar federally proposed or sponsored
actions that may have significant impact on the environment. Method of
acquisition will be by sealed bid. The IFB will contain definitive
responsibility criteria relating to previous experience in the
preparation of EA/EIS documentation. One of the criteria is that the
experience must have been performed in California. The apparent low
bidder must submit evidence prior to award. Copies of the specification

available on or about February 27, 1996. This procurement is
unrestricted and open to both large and small businesses; small and
disadvantaged firms are encouraged to participate. Bidders must also
make a good faith effort to meet the small business and women-owned
business goals for subcontracts. Before award of the contract, large
contractors are required to submit an acceptable small business
