The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is seeking
to identify sources to provide scientific and technical photographic
support for the Optical Instrumentation Branch, Weapons Evaluation
Division of the Weapon Systems Department to augment Government gun
system testing during peak periods. Sources are being sought to
determine if there are, in order of preference, any 8(a), at least two
small disadvantaged business or small business concerns capable of
providing unique photographic support. Photographic support will be
required for testing at NSWCDD or any of the test ranges supported by
NSWCDD. Testing is normally within CONUS; however, there is a
possibility that testing may be required in Puerto Rico or foreign
countries. This unique photographic support may be required during
land-based or shipboard testing and will require knowledge and
experience of at-sea testing procedures. Support will require an
extensive knowledge of and operational skills in high speed film and
video cameras and standard video camera technology. Film camera types
include, but are not be limited to, Hycams, Locams, Hytax, Photosonics
Models 1P and 4M, and Fastax II. Video cameras include, but are not
limited to, Panasonic Model D-5100, Sony, and Sanyo engineering type
color cameras. Camera film may be color or black and white. The
Government will furnish the cameras and film required to
record/photograph testing. Extensive knowledge of control and timing
systems related to the cameras listed above will be required. Testing
may involve tracking targets using a cine sextant, contraves KTM, or
shros tracking mounts. Knowledge of photo-triangulation systems used to
gather gun accuracy data for the fleet is required. Experience in
working in the Naval environment, especially at NSWCDD, is required.
Training and orientation for each program will be minimal. The
performance of this work may require supporting testing onboard ships
for one or more weeks. Secret facility and personnel clearances are
mandatory. Orientation and experience on Naval Combat Ship in a testing
environment are necessary. Familiarity with equipment is required to
perform minor field repairs such as loose wires or replacement of fuzes
or tighten the camera flange. Troubleshooting may be required during
testing to identify and repair loose connectors or broken wires. The
physical demands of this effort may require persons to carry fifty (50)
pounds of equipment up shipboard ladders and down hatchways. Good
hand-eye coordination is required to track and record projectile
splashes for later data reduction. Knowledge of and communication with
Naval personnel of all ranks onboard ship is required. Testing
schedules may change, therefore, flexibility in travel arrangements is
required. The ability to make clear decisions about logistics and
equipment necessary to obtain essential test data without jeopardizing
test results is required. Interested organizations are urged and
invited to demonstrate their capabilities by providing the following
information by 29 February 1996: (1) identification of business size,
(2) specific expertise in the above-stated technical support areas, (3)
corporate experience in the above-stated areas, (4) knowledge of
high-speed photographic equipment, photo-triangulation systems, and
high-speed video/film camera systems, (5) knowledge of Naval test
procedures, and (6) demonstration of experience by providing contract
number, type, value, award and completion dates, and point of contact
