5116. The Aeronautical Systems Center, Weapons, Air Base, and Range
Systems Product Support Office (ASC/VX), invites potential offerors to
submit comments on the Air Superiority Target (AST) (Formerly Next
Generation Aerial Target (NGAT)) acquisition. The purpose of this
publication is to solicit information from industry for potential
solutions to the USAF total aerial target requirements matrix. Feedback
which may refine program requirements or enhance the success of the
Engineering & Manufacturing Development (EMD) acquisition is hereby
solicited. The Government is particularly receptive to ideas for
reducing the cost of ownership of aerial targets, and industrys
experiences with providing target presentations to the Government (in
lieu of providing targets). The primary mission of the AST will be to
support Test and Evaluation (T&E) of air-to-air and surface-to-air
munitions, and aircraft missile warning and fire control systems. It is
the desire of the Government for AST (may be multiple airframes)
performance and signatures (radar and infrared) to be representative of
threat fighter and bomber aircraft, and cruise missiles, and to include
the capability to carry payloads such as chaff, flares, scoring,
Electronic Countermeasures (ECM) and other enhancements to make the AST
more threat representative. AST operational capability is desired in
FY03 with target support requirements satisfied well into the future
(FY10+). Interested parties should express their interest by submitting
in writing a point of contact, including phone number, to Ms Denise
Green, Contract Specialist, ASC/VXAK, 102 West D Avenue, Suite 300,
Eglin AFB, FL 32542-6808, not later than 20 calendar days from the date
of this letter. We intend to provide detailed information describing
the desired target(s) performance during individually scheduled face to
face meetings. Contractors are under no obligation to schedule a verbal
session. Each session will be at the unclassified level. Attendance
should be limited to not more than four contractor personnel. Please

face to face session. Your response at the end of the survey should
include potential solutions, cost of those solutions and schedule for
development to meet the USAF aerial target requirements. Response from
contractors will become the property of the government and will be
sufficiently safeguarded. This announcement shall not be considered as
a commitment by the government. If any response(s) is (are) received,
acknowledgment of receipt will not be made nor will evaluation of any
information provided be given at this time. The government anticipates
publication of sources sought synopsis with response requested within
180 days when a validated listing of requirements is finalized. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate concerns. Potential offerors should use
established channels to request information, pose questions, or voice
concerns before contacting the Ombudsman. Potential offerors are
