The Defense Information Systems Agency (DISA) intends to release the ''final'' Request for Proposal (RFP) DCA100-95-R-0099. The ''final'' RFP DEIS II, formerly called DEIS Plus, is for federal information processing (FIP) support services, specifically integration services for all of the Department of Defense (DoD) world-wide. Currently the maximum ceiling for DoD is $2.5 billion. In addition, it is anticipated that GSA will authorize, as part of the Delegation of Procurement Authority (DPA), that the contracts awarded under DEIS II will be available for use by non-DoD agencies under the Government-Wide Agency Contract (GWAC) program. DEIS II will result in multiple awards (minimum of two), Indefinite Delivery/Indefinite Quantity (ID/IQ), Task Order contracts. Each contract will have one (1) 12-month base period and four (4) 12-month option periods for a total of five (5) years, and all years will be evaluated. Task areas or integration activities for which orders may be issued include: 1) Contract and Task Order Management, 2) Integration Program Development and Management, 3) Benchmarking and Baselining Support, 4) Business Process Reengineering and Functional Process Improvement, 5) Integration Requirements Validation and Prototyping, 6) Logical Data Modeling and Shared Databases, 7) Standard/Common/Migration Application Development, 8) Integration Strategies, 9) Standard/Common/Migration Application Deployment, 10) Standard/Common/Migration Application Operations and Maintenance Management. The Draft RFP was previously synopsized via the 09AUG95 CBD, was issued to industry 29AUG95, and industry comments/responses were received 29SEP95. As a result of the government's review and analysis of responses received, it has been determined by the Contracting Officer that this RFP will be a full and open competition (no small business set-aside). In addition, the RFP will contain provisions for subcontracting goals as follows: Seven percent (7%) for small businesses, twelve percent (12%) for small disadvantaged businesses, and one percent (1%) for small women-owned businesses. The total twenty percent (20%) subcontracting goal shall be based upon the total dollars awarded to each awardee. Subcontractors are limited to first-tier only. The same subcontractor shall not be proposed by multiple primes, nor be a prime contractor and a subcontractor on different teams. Purchases of materials to include hardware and software are considered incidental to the performance of the service and will be limited to prime contractors only. The government will use Standard Industrial Classification (SIC) code 7379 for Computer Related Services which has an associated size standard of $18 million. The ''final'' RFP will be issued not sooner than 15 calendar days after publication of this CBD via diskette with offers due thirty seven (37) calendar days later or on or about 25 MAR 96. Only written requests for the ''final'' RFP DCA100-95-R-0099 will be honored. However, a written request is not required from vendors currently on the bidders mailing list who requested a copy of the ''Draft'' RFP.
