SF-254's and SF-255's are being requested from firms in the Mechanical
Engineering discipline to provide technical engineering designs and
services on the following types of projects: (a) Air tanker base fire
chemical delivery systems; (b) Instrumentation and mechanical systems
for SDTDC qualification programs for spark arrestors, water handling
equipment, chemicals and the like; (c) Photovoltaics; (d) Detection
hardware for foreign objects imbedded in logs and tracking systems for
logs; (e) Facility designs; (f) Satellite communication and tracking
applications; and (g) Software development for variable tire pressure
and fire modeling. Engineers will work as specialists in evaluating a
variety of types and models of mechanical and electrical systems used
within the National Forest Systems for specialized applications;
evaluate research findings; recommend funding and time phasing
requirements; perform design functions; and determine fundamental and
basic approaches for development projects; advise Government personnel
regarding design criteria; prepare technical specifications; conduct
tests and evaluations; draft technical reports; and prepare proposals
and cost estimates. The following Evaluation Criteria will be applied,
listed in descending order of importance: (1) Professional
qualifications necessary for satisfactory performance of required
service; (2) Specialized experience and technical competence in the
type of work required; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contracts with government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules; (5) Location in the general
geographical area; (6) Availability of additional contractor personnel
or consultants to support expansion or acceleration of the project; (7)
The volume of work previously awarded by the Forest Service will be
evaluated with the objective of effecting an equitable distribution of
the contracts among qualified A & E firms, including minority, 8(a),
or small disadvantaged firms that have not had prior Forest Service
contracts; and (8) Additional points may be assigned or credit given to
potential contractors that are or will subcontract with certified 8(a)
or other small disadvantaged businesses. This last procedure will be
allowed until units have met their small business goals. Requirements
