equipment, transportation and supervision required to (1) Construct 174
space, lighted, fenced-in bituminous paved parking lot; (2) Excavate
18,000 CY of earth material of which 6,000 CY shall be hauled 1/4 mile
for construction of a sports field and 12,000 CY shall be used for
construction of a dredge disposal field dike; (3) Perform all grading,
compaction, and preparatory work to construct parking lot, sports
field, and dike; (4) Seed and mulch all disturbed areas; (5) Construct
7361 SY paved parking area; (6) Paint parking lines and striping for
174 space parking lot; (7) Construct 290 LF storm sewer with two new
drop inlets, (8) Construct 810 LF driveway with 15 feet wide stone
surface; (9) Construct 1062 LF security fence with double swing gates;
and (10) Construct six area lights with underground electrical
service. Work to be performed at U.S. Coast Guard Support Center
Portsmouth, VA. This procurement is estimated between $100K and $250K
and is open to large and small businesses under the Small Business
Competitiveness Demonstration Program. The applicable SIC code is 1771.
Bid opening is on/or about 14 March 1996. Completion time is 135 DANTP.

is exhausted. A non-refundable deposit of $20.00 is required in the
form of a cashier's check, certified check, or money order made payable
to the ``U.S. Coast Guard.'' Cash, company checks or personal checks
WILL NOT be accepted. All responsible sources may submit a bid which

(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT bonding
Assistance Program enables firms to apply for bid, performance ad
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
