synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. REQUIREMENT: Provide (1) one each
complete Cardiac Electrophysiologic Amplification/Monitoring system for
the Cardiac Electrophysiology Lab, VA Medical Center, Salt Lake City,
Utah 84148, with the following minimum salient characteristics: System
must be capable of multi-tasking so that any combination of signal
acquisition, data storage, data review, data analysis, plotting of data
and veiwing of study log can be done simultaneously; signal control
provides single keystroke gain setting or clipping of selected signals
using trackball and each channel should be individually configurable;
the monitors must be cabable of supplying a dual monitor system with
1600 x 1280 resolution where display operation of the other, so that
real time data is displayed even while analysis is being performed on
second monitor; system must include 64 catheter inputs, 12 lead ECG, 6
pressure channels and 4 stimulas channels; the report facility must
include the capability to combine word processing, user definable text
dictionary, and automatic summarization of study data; the system
should be protocol driven so that multiple parameters can be
automatically changed at the same time simply by changing the protocol.
Configurable parameters would include screen display, stimulus inputs,
stimulus sync channel, as well as log and measurement formats; control
computer must be a processor based with a 60 or 90 MHZ clock and a
minimum of 32 MB or RAM, a 500 MB hard disk, and a 650 MB optical disk
drive; this should record a 12 leap printout by selecting an icon or
by pressing a single key on the keyboard. The system should be able to
print a 12 lead ECG for any data which has been previously recorded;
A system modem capable of 14,400 baud or higher transmission rate
should be included with the system for remote diagnostics and software
upgrades; the system should perform automatic measurement of SNRT,
SACT as well as antegrade or retrograde refractory period measurements.
The system should allow these measurements to be edited by the
electrophysiology physician; the system should have an interactive log
that enables the user to have instant access to the study data. The
log should be visible regardless of what other function is in use at
the time; the system should be able to print reports, plots, waveforms
and other items in a background mode so that the operator may continue
to use the system for analysis and review even during the printing; the
system should have a real time trigger which causes the review window
to be automatically updated with data from the current pacing train;
the system should have a single button quick print so that data in the
review window may be printed. The printing should be done in the
background; for the duration of the warranty period provided, the
vendor will provide service and maintain the system; vendor will
provide at no cost ot the Government free software and maintenance
releases during the life of the system; training for up to three VA
employees on system should be provided by the vendor at no additional
cost to the Government. Please provide descriptive literature with
offer. Deliver and set-up of complete system within 90 calendar days
from date of award. The standard industrial classification (SIC) Code
for the acquisition is 3841. The small business size is 500 employees.
Solicitation 660-002-96 is issued as a request for porposal (RFP).
Solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 34, Dated 10/30/95.

OFFERORS - COMMERCIAL AND MUST INCLUDE A COMPLETED COPY OF PROVISION
52.212.3 BY CLOSE OF BUSSINES, FEBRUARY 16, 1996. This procurement is
subject to the availability of funds. Discussion will be held if
necessary. The Government contemplates award of a firm fixed price
