Standards and Technology wishes to establish membership with a
consortium for minority graduate engineering students. This membership
shall be for a period of date of award until September 30, 1996. The
consortium shall provide to its members, applications of minority
engineering student candidates, who have been accepted into a graduate
level engineering program, accredited by American Societies for
Engineering Education. The students participating in this consortium,
may also be considered for Summer employment at the National Institute
of Standards and Technology, as well as partial payment of educational
tuition costs. It is the intent of the Government to negotiate with the
National Consortium for Graduate Degrees and Minorities in Engineering
and Science (GEM), Notre Dame, Indiana, the only responsible source
that can satisfy the requirements of this agency. No solicitation
