212/668-6278. Provide all labor, material and equipment necessary to
perform routine dockside repairs to the USCGC Obion (WLR-65503) and its
barge. The major items which may be performed include but are not
limited to the following: 1. welding repairs, 2. modify tender bow
structure and tender/barge interface system, 3. renew pilot house deck
plating, 4. install headwire winch and modify hydraulic piping system,
5. modify visual identification markings, 6. empty and replenish diesel
tanks, 7. renew deck covering in crew's berthing, 8. renew shower stall
in oinc state room, and 9. provide temporary logistics. Vessel's
homeport is Owensboro, KY. Vessel length is 65' and barge length is
100'. Vessel availability schedule is 22 April 1996 for 37 days. The
place of performance is restricted to the Western Rivers of the United
States. The ``Western Rivers'' means the navigable portions of
Mississippi River and its tributaries above mile 0 of the Lower
Mississippi River. Navigable tributaries of the Mississippi River
include only the waterways within the areas of jurisdiction of Coast
Guard Aids to Navigation Facilities as described in Light List Volume
V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the
mouth of the Mobile River. This includes protected portions of the
Intra Coastal Waterway connected to the ``Western Rivers'', but
specifically excludes unprotected or open waters such as Mobile Bay,
Lake Borne, or the Gulf of Mexico. There will be a non-refundable
charge required in the form of a certified check or money order made
payable to the U.S. Coast Guard in the amount of $100.00 for requested
U.S. Coast Guard specification reference drawings. The proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program and is open to both large and small businesses.
Plans and specifications will be issued on or after 07 February 1996.
All responsible sources may submit a bid which shall be considered by
the United States Coast Guard. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 per contract to provide accounts receiving financing.
The DOT Bonding Assistance program enables firms to apply for bid,
performance and payment bonds up to $500,000 per contract. DOT provides
an 80 percent guaranty on the bond amount to a surety against losses.
