Sources Sought. The National Renewable Energy Laboratory (NREL)
anticipates issuing a Notice of Program Interest (NOPI) in
mid-February, 1996 for fundamental and applied alternative fuel
research projects. The proposed research projects will need to further
the development and increase the viability of using alternative fuels
as a transportation fuel either through scientific investigation or
technology development. The emmphasis shall be on new and innovative
projects that have the potential to further the utilization of
alternative fuels as a transportation fuels. The alternative fuels of
interest under this NOPI are natural gas, propane, methanol, ethanol,
hydrogen, dimethyl ether (DME), and biodiesel. Other fuels may be
considered as long as the offeror can depict them as a non-petroleum
based alternative. As a way of supporting institutions of higher
education and to develop future alternative fuel engineers and
scientists, DOE/NREL has decided this solicitation shall be made
available to Universities and Colleges only. It is extremely important
for NREL to fund unique research as opposed to projects that may
duplicate work that has already taken place, Therefore, the proposing
institution will need to establish why and how their proposed research
project is innovative and unique. The proposals will be evaluated
against the overall Alternative Fuels Utilization Program (AFUP) goal
of developing and advancing the technology that allow a optimum use of
alternative transportation fuels. Each institution shall be limited to
one proposal. If an institution submits multiple proposals, all
proposals from that institution shall be excluded from consideration.
Either single or multiple awards will be considered under this
solicitation. The National Renewable Energy Laboratory anticipates
issuing a Letter of Interest (LOI) on or about February 23, 1996.
Universities and Colleges who have interest and experience in either
fundamental or applied alternative fuel research are requested to write
Ray Prazak at the address given in this Synopsis No. 6-372 no later
than February 16, 1996. This synopsis is not a request for proposal.
