689-8990. The Naval Research Laboratory - Stennis Space Center
(NRL-SSC) is seeking pre-proposals and proposals (Technical and Cost)
for basic and applied research and that part of development not related
to the development of a specific system or hardware procurement to
address technological advancements of miniature, integrated, multi-chip
based sensor systems for use in tactical meteorology and oceanography.
The following broad areas of interest are of particular importance:
(a) miniaturized systems, addressing such factors as size, processing,
power, navigation, communication, etc., (b) sensor performance, (c)
packaging, addressing such areas as thermal management, packaging
density, etc., (d) power scavenging from the environment, (e)
deployment options, and (f) low-cost expendable options. Environmental
parameters of particular interest include, but are not limited to:
wind profiles, current profiles, temperature profiles, visibility,
cloud ceiling, dew point, humidity, direct and non-directional wave
spectra, and direct measurements of EM and EO propagation in the
atmosphere.Mastless or Non-Fixed Mast buoy systems with a packaging
goal of less than 50 cubic inches which are highly modular in design to
facilitate various deployment schemes and sensor packages are of
particular interest. An information package concerning the research
topics and proposal preparation may be obtained by requesting, in
writing, a copy of NRL-SSC BAA 96-1 either by regular mail or by FAX
(601-689-8960). Requests should include the requestor's name, mailing
address, telephone number and point of contact. NRL anticipates that
electronic copies of BAA 96-1 will be available from NRL's bulletin
board and World Wide Web home page. Information and electronic
addresses will be provided in a subsequent amendment to this
announcement. This announcement is an expression of interest only and
does not commit the Government to pay any response preparation cost.
The Government desires submission of pre-proposals only. Offeror may,
however, submit proposals at their discretion. The primary aim of all
pre-proposals and proposals submitted shall be to determine and exploit
the potential scientific discoveries, improvements or advancements in
the state-of-the-art in the areas mentioned above. This notice and the
package of information constitute a Broad Agency Announcement as
contemplated in FAR 6.102(d)(2). More than one award or none at all may
be made depending on the merits of the pre-proposals and proposals
received. Proposals may be evaluated as they are received or they may
be collected and reviewed periodically by Government evaluation team(s)
consisting of a group of scientists or scientific peers. Selection will
be based on scientific evaluation of the proposals received (technical
and cost as it relates to the technical effort) to determine the
relative merit of the technical approach in response to any portion of
this announcement or the information package referred to in this
announcement. Innovative solutions, approaches or techniques which
address the stated objective will be ranked highest in the evaluation
process. Cost will be weighted less than technical factors. The
evaluation of proposals will take the following into consideration: (a)
The Potential Significance of the proposed effort to tactical
meteorology and oceanography, (b) the innovative aspects of the
proposed effort, (c) the Offeror's capabilities, related experience,
facilities, techniques, or unique combination thereof that are integral
factors for achieving the proposed objectives, (d) the qualifications,
capabilities, and experience of the proposed principal investigator,
team leader, and other key personnel who are critical to achievement of
the proposed objectives, and (e) The realism of proposed costs and
fees, if any, and the availability of funds. Pre-proposals will be
evaluated on the same criteria. The evaluation, however, will be
conducted to determine if a full proposal should be submitted. When
this determination is made, the offeror will be contacted and either
instructed to submit a full proposal or given a reason for rejection of
the pre-proposal. Proposal preparation instructions are stated in the
information package mentioned above. It is estimated that contracts
awarded as a result of this B.A.A. will be between one (1) and five (5)
years in duration. Pre-proposals and proposals must reference NRL-SSC
BAA 96-1 and the area of research addressed in the proposal. The
Government desires submission of pre-proposals within one month of
publication of this announcement. However, pre-proposals and proposals
submitted within one year from the date of this publication will be
given consideration. Historically Black Colleges and Universities
(HBCU) and Minority Institutions (MI) are encouraged to submit
pre-proposals/proposals and to join others in submitting proposals.
However, no portion of this BAA will be set aside for HBCU/MI
participation. Acknowledgement of receipt of responses will not be
