Officer at (203) 440-6516 The Navy is seeking sources to design,
integrate, produce and test an External Communications System (ECS) for
the NEW SSN (NSSN). The contractor will be required to design an
External Communication System (ECS) which interfaces with NSSN power
and cooling and fits in nine (9) bays of the Structurally Integrated
Enclosures (SIE) which are integral to the NSSN. The ECS shall provide
reception (R) of navy communications modes in the ELF through EHF
frequency spectrum and transmission (T) of navy communications modes in
the HF through EHF frequency spectrum. Required communication links and
the associated data/signal protocols are defined in the NSSN ECS
Functional Requirements Document and include: (R/T) HF Baudot, ASCII,
AX .25, and HF E- Mail, (R/T) Navy SATCOM circuits (i.e. SSIXS and
OTCIXS) using Navy DAMA protocol, (R/T) EHF SATCOM (voice and data), (R
only) VLF Navy Verdin modes 21 through 26, (R only) VLF MEECN modes 15,
9, MMPM and HIDAR, (R only) VLF NATO modes N1 through N6, (R/T) VHF and
UHF LOS (secure and clear voice and data), (R only) Global Positioning
System (GPS) data and time distribution to ECS and ship, (R/T) Joint
Tactical Information Distribution System (JTIDS) voice, data and video,
(R/T) Joint Deployable Intelligence Support System (JDISS imagery and
data), (R only) submarine broadcast message processing, (R only)
Tomahawk targeting/retargeting data and other tactical data files, (R
only) Tactical Receive Equipment (TRE) related applications (TRAP)
data, (R/T) rainform formatted messages, (R/T) Navy Tactical Data
Systems (NTDS) data, (T only) Strategic Report Back messages, (R/T)
Identification Friend or Foe (IFF) operations, (T only) submarine and
Navy emergency communications, via voice, data and SLOT buoys, (R only)
ELF message processing, and (R/T) wireline interfacing for interface
with shore networks when in port. The ECS will provide signal and
message processing and display and storage media and peripherals as
required for ECS operators to process, store, and disseminate all
communications information received and to be transmitted by the ECS.
The ECS shall provide an onboard training capability with scenario
generation and simulations. The ECS shall utilize existing
cryptographic equipments, provide for the processing and distribution
of multiple level security information and shall be compatible with the
Navy Key Distribution System (NKDS). The operation of the ECS shall not
be impacted by the operation of NSSN Circuit ''D''. The ECS shall be
based on open systems concepts and utilize COTS hardware and software
to the maximum extent possible with the exception that the Government
will specify the use of some Government equipment. The ECS shall
interface with the NSSN fiber optics system network integral to the
NSSN and used to connect NSSN subsystems. NSSN subsystems which
interface with the NSSN are the: Combat Control (CC) subsystem, imaging
subsystem, ESM subsystem, interior communications subsystem, IFF
subsystem, acoustic intelligence subsystem, tactical support device
subsystem, navigation subsystem, onboard team trainer master
controller, ship control system, ships entertainment system, and the
VHF marine band transceiver. A competitively awarded contract is
expected to result in a fixed price contract. All offerors must be able
to obtain a SECRET and COMSEC facility clearance and storage
capability. Selected personnel assigned to the contract must posses a
SECRET and COMSEC clearance. The Government will not pay for any
contractor efforts resulting from or caused by this announcement. The
Government does not guarantee that a solicitation and/or contract,
whether sole source, small business set aside and/or full and open
competition, will result from the Government and/or contractor efforts
