for International Development (USAID) in Mozambique has a requirement
to engage the services of a construction management and engineering
firm, under its Rural Access Project (RAP) No. 656-0232. The project
will rehabilitate approximately 1,400 kilometers of rural roads that
will provide local and regional transport links to the national highway
network. The services required will include serving as a representative
to Direccao Nacional de Estradas e Pontes (DNEP) and its provincial
level affiliated institutions to: (i) prior to final selection of roads
to be rehabilitated, conduct feasibility studies of proposed road
segments, including an economic analysis, social soundness assessment
and environmental impact review; (ii) after final road selection by
USAID and DNEP, prepare the necessary documents for bidding and
contracting civil construction firms to carry out the work; (iii)
utilizing procedures described in USAID Handbook 11 Chapter 2, Host
Country Contracting, pre-qualify civil construction firms, issue bids,
analyze bid submissions and recommend contract awards; (iv) assist
DNEP and Provincial Departments of Roads and Bridges (DEPs) in project
areas to plan for, budget, and ensure the provision of required road
maintenance. In undertaking each of the responsibilities noted above,
the Contractor will be responsible for strengthening the capabilities
of DNEP in each area, and in the case of DEPs, in the last area. The
length of the desired services is five (5) years, but given the crucial
importance of institutional capacity building, the contract shall
contain performance indicators and incentives to promote scaling-back
after the end of three years. A Request for Proposals (RFP) will be
issued no earlier than 15 days from the date of publication of this
notice. The deadline for receipt of proposals will be approximately 45
days after the date of RFP issuance. All responsible sources may
submit a proposal which will be considered by USAID/Mozambique. The
solicitation for this requirement is expected to result in the award of
a performance-based, cost-reimbursement type contract. No less than ten
(10) percent of the total value of any resulting contract must be
subcontracted to Gray Amendment entities. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
solicitation will be sent with each solicitation document.
Organizations are encouraged to indicate whether or not they are Gray
Amendment entities when requesting the solicitation and may also
indicate whether or not they wish to be included on the list. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying out the activity, nor does USAID verify the
claimed status of the organizations. Necessarily, the list will
contain the names of only those organizations known prior to the
issuance of the solicitation document. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5'' floppy disk (WordPerfect 5.1/5.2

be confirmed by written notification to the contact person noted above.
