Army Engineer District, Walla Walla intends to issue a request for proposals for noxious weed and pest control services at the McNary Dam Project, Umatilla, Oregon. The selected contractor shall provide all necessary labor, equipment, materials, transportation and supervision required to perform noxious and nuisance weed control in landscape, aquatic, industrial, and non crop situations and spider control on project lands and structures located within both the states of Washington and Oregon. Proposals will be evaluated on the following criteria in descending order of importance: (1) technical expertise, noxious and general weed control, (2) technical expertise, spider and insect control, (3) price, (4) corporate experience. Evaluation criteria may be modified during the solicitation stage. After evaluation, the contract will be awarded to that offeror whose proposal best meets the requirements of the solicitation. The Government may award a contract based on initial offers received, without discussion. This notice is not a request for proposal. It is the Government's intent to award a firm, fixed price, estimated quantity type contract for a one year period of service, with the option to extend services on a one-year basis for up to an additional four calendar years. This procurement action is 100% set aside for small business concerns, see numbered Note 1. Size standards for small business concerns under Standard Industrial Code 0782 is $3.5 million in annual receipts for the past three fiscal year periods.
