882-4785, ext 3182. This requirement will be a sole source acquisition
to Calspan Advanced Technology Center. The purpose of this synopsis is
to notify industry of the impending action. The period of performance
will be from 1 May 96 to 30 Apr 97 with four option years. The
Government intends to award a contract solely to Calspan Advanced
Technology Center to continue the efforts in the Cost and Operational
Effectiveness Analysis (COEA) for the Joint Air to Surface Standoff
Missile (JASSM) to include validating the need for JASSM, identifying
appropriate technologies that fit the JASSM requirements within the
imposed constraints, conducting analysis to quantify ORD requirements,
and providing a methodology framework to facilitate a smooth
transition to the JASSM Milestone II COEA. Calspan has worked with the
potential prime offerors for the JASSM program since August l995
developing simulations, running simulations including ESAMS, SUPPRESSOR
and other models and performing mission level analysis and data bases
for the offerors to use in their proposals for JASSM. Additionally,
Calspan will continue their efforts for Mission Effectivenss the Cost
to Kill Target Sets that the Government will use as a prime factor
under the technical performance area for the JASSM source selection
which will commence on 1 April l996 and will result in the award of a
JASSM contract by the end of Jul 1996. Calspan will continue to use and
develop these models and analyses, including one-on-one, one-on-many,
many-on-many, mission planning, and test support, in the next phase of
the COEA, that will occur during the Pre-EMD phase of the JASSM
effort. This effort requires the contractor personnel to have TOP
SECRET, SCI clearance, NOFORN, and to also have STINFO certification.
