65/257-4671 Request for Proposals will be issued on or about 30 January
1996 for Basic Operating Support (BOS) Services to support U.S.
military forces located in the Republic of Singapore. Receipt and
timeliness of proposals shall be at the PACNAVFACENGCOM Contracts
Office, Singapore. The scope of work includes services in the following
annexes: Information; Management and Administration; Grounds
Maintenance; Pest Control; Custodial Services; Security Alarm and Fire
Prevention, Detection and Suppression Maintenance and Repair;
Hazardous Waste/Material Disposal; Buildings and Structures Maintenance
and Repair; Transportation Operations and Maintenance; Aerospace Ground
Equipment (AGE) Maintenance and Repair; Morale, Welfare and Recreation
(MWR); Housing Buildings and Structures Maintenance and Repair*;
Supply and Material Operations; Air Passenger Terminal and Cargo
Operations; Ground Support; Lodging Services*; Cable/Satellite
Television System (CSTS) Maintenance and Repair; Solid Waste Collection
and Disposal. (*Effective 1 June 1997 contingent upon approval of lease
agreement with the Government of Singapore.) The contract will be a
combination Firm Fixed Price/Indefinite Quantity type contract with
Award Fee provisions with full performance starting 1 October 1996,
following approximately 1 month of transition in. The contract includes
a base period with option provisions to extend the term in subsequent
years for a total period not to exceed 60 months. The Government will
not issue a synopsis when exercising the option(s). The contract will
require personnel security clearances from the Government of Singapore.
When requesting the solicitation package, telefax the following
information to either contact in block 11 above: firm's name, complete
address, point of contact, phone number, and facsimile number (if
available). There will be a nonrefundable charge of approximately
US$50.00 for each solicitation package. Do not remit now. We will
advise interested parties of exact charge and submittal information
later. The site visit and preproposed conference are tentatively
scheduled for 13-14 February 1996 on Singapore and will be restricted
to planholders. Written requests for site visit clearances and
conference attendance must be faxed to (Singapore) 65/257-4671, Attn:
Mr. Nedorolik, by 26 January 1996 with the following information: full
name, citizenship, nationality, passport number, firm represented with
complete address, position/title and social security number. The
proposal receipt date is approximate. The Pacific Division, Naval
Facilities Engineering Command awarded a combination Firm
Fixed-Price/Indefinite Quantity type contract with Award Fee provisions
to cover BOS services in both Diego Garcia and the Republic of
Singapore. Award was made to BJS International Associates on 15 April
1993. The Singapore annexes are priced at an estimated $3 million per
year. This upcoming contract replaces the Singapore portion only of the
