Commercial Air Services program will support US Navy, DOD and other
Gov't training programs in the Continental US, Hawaii and Far East.
Operations are normally conducted in designated warning areas around
Norfolk, VA; Jacksonville, FL; Puerto Rico; San Diego, CA; Whidbey
Island, WA, Honolulu, HI (MIDPAC); and Japan (WESTPAC). The broad
objective of the program is to provide basic, intermediate, and advance
training to fleet units to achieve and maintain combat readiness by
practice or drill, test to evaluate or test to develop equipment and
tactical procedures or concepts; or to measure the degree of readiness
achieved in specific operations. Specifically, the contractor shall
provide aircraft, including Lear 35 and 36 series aircraft, all labor
including pilots, special mission equipment operators, GFE equipment
installers/ GFE maintenance personnel, fuel and material. Flight
services to be provided by the contractor include air intercept control
(AIC), antisubmarine aircraft control (ASAC), tracking (TRACK), ferry
and utility missions. Utility/transport missions make up less than 5%
of the contract effort. The contractor shall also provide tow
targets/reels and perform missions (including launch, recovery, and
control of the targets/banners/operators) as follows: surface-to-air
target tow (STOW); towed targets (TRX, TPT) to surface units who will
then fire at the targets using a variety of surface-to-air weapons;
air-to-air tow (ATOW) utilizing GFE targets. Electronic Warfare (EW)
missions to be provided shall include internal and external EW and test
beds and will consist of the contractor emitting a signal to simulate
a radar transmission of a threat radar or emitting a signal-to-jam
radar, communications, and other electronic systems, simulating a
threat force approaching from various directions, speeds and altitudes;
and will include uploading and downloading of pods, installation of all
internal controls and providing operators. Aircraft modifications,
including the procurement, installation and maintenance of various
special equipment, is a requirement of the contract. The successful
offeror shall be certified under Federal Aviation Administration (FAA);
Federal Aviation Regulation (FAR) Part 135 or FAR Part 121 and all
Supplemental Type Certificates (STCs) shall be acquired by the
contractor. An Air Mobility Command certification is a requirement of
this contract. A Top Secret facilities clearance is required to perform
services. Contractor personnel shall have a Secret security clearance,
and the contractor shall provide Operations Security (OPSEC)
protection for classified information. The date for receipt of offers
is estimated to be 15 March 1996. This date is subject to change. The
type of contract contemplated is an Indefinite Delivery Indefinite
Quantity contract with cost-reimbursement and requirements line items.
Delivery orders will be issued to order services utilizing unit prices
in Section B of the contract. A contract will be awarded for a base
period of performance and four option periods of performance. The
requirement is 100% Set-Aside for Small Business. Standard Industrial
Code (SIC) 4522 with a size standard of 1,500 employees applies.
