205-544-8953 Computer Sciences Corporation, as the NASA Mission Support
Contractor for Marshall Space Flight Center, is responsible for the
development, operation and maintenance of the Program Support
Communications Network (PSCN). The PSCN presently interconnects all
NASA centers and NASA Headquarters with a DS-3 level dedicated network
based on TDM technology. It is NASA's intent to migrate the network
backbone to ATM technology where such a move proves to be cost
effective. The migration will be accomplished in phases, with initial
implementation at three NASA centers; Ames Research Center, California,
Langley Research Center, Virginia, and Lewis Research Center, Ohio. To
support the planned migration of the PSCN backbone to ATM technology,
it is CSC's intent to procure ATM service from a commercial vendor
with a proven experience base of telecommunications service delivery at
very high levels of throughput, availability, reliability and
maintainability. A Request for Proposals will be issued on or about
January 20, 1996, for an integrated Asynchronous Transfer Mode (ATM)
cell-relay, standards based communications service to provide Wide Area
Network and intercenter service for NASA. The ATM Service is to be
provided via the vendor's fiber-optic network, which must support
service delivery to sites throughout the United States, including
Alaska and Hawaii. The ATM Service shall provide multiple access rates
up to OC-3 (155.52 Mbps) initially and, shall be capable of
provisioning both symmetrical and asymmetrical, bi-directional, Virtual
Path Connections (VPCs) and Virtual Channel Connections (VCCs) between
buyer specified locations. Interested parties have 15 days from
publication date of this synopsis to request a copy of the Request for
