(Site Code DAKF23) This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation Number DAKF23-96-R-0203 is issued as a request for
Proposal (RFP), the solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-32. SIC 2385. Small Business Size: 500 employees. This acquisition
is 100% set-aside for small business concerns. All prices shall be
F.O.B. Destination, Fort Campbell, Kentucky, and supplies shall be
delivered 60 calendar days after receipt of contract. List of contract
line items as follows: Requirement is to provide 800 each Reversible
Desert 3-color Camouflage Pattern Parka's and 750 Light Weight Woodland
Camouflage Pattern Parka's to be used as an outer protective garment.
Clin 0001 Reversible Desert 3-color Camouflage Parka, reversible to
dark and light shade of olive green drab camouflage; machine washable,
waterproof, moisture vapor permeable with zipper closure and snap
closed double storm flap, draw string style hood, elastic or velcro
sleeve fasteners, with a minimum of two front pockets with closures and
one inside breast pocket, insulated properties for temperatures ranging
from 20 to -20 degree; Sizes and quantity as follows: 100 each Small;
200 each Medium; 200 each Large; 200 each X-Large; and 100 each
XX-Large. Clin 0002 Light Weight, Woodland Camouflage Pattern Parka
with liners, machine washable, waterproof, moisture vapor permeable wit
zipper closure and snap close storm flap, drawstring style hood,
elastic or velcro sleeve fasteners, with a minimum of two front pockets
with closures and one inside breast pocket; Sizes as follows: 50 each
Small; 200 each Medium; 200 each Large; 200 each X-Large and 100 each
XX-Large. All prices shall be FOB Destination and unit prices shall be
stated for all items listed above. Finished measurements for Desert
Camouflage and Woodland Parka are stated as follows in inches: Size-

Length. Chest measurement with slide fastener closed and parka smooth
and flat, measure from fold edge to folded edge at base of armhole
seams. Back Length measure center back length from neck seam to bottom
of hem. Sleeve Length from armhole seam to bottom of sleeve along
underarm seam. Hood Flap Length measure seam joining hood flap to hood,
from end to end following the curve of the hood. The provision at
52.212-1, Instruction to Offerors-Commercial, applies to this
acquisition and any addenda to the provision. The provision 52.212-2,
Evaluation-Commercial Items is applicable, the Government will make a
single award, firm fixed price contract to the responsible offeror
whose offer will be most advantageous to the Government, price, and
other factors considered. The following factors shall be used to
evaluate offers: (i) Technical Capability of the item offered to meet
the Government requirement (ii) Price, (iii) Past performance.
Offeror's should include a completed copy of the provision at 52.212-3
Offeror Representation and Certification - Commercial Items with its
offer. Clause 52.212-4 Contract Term and Conditions- Commercial items
is applicable and any addenda. Clause 52.212-5 Contract Terms and
Conditions Required To Implement Statues or Executive Orders-Commercial
Items, applies to this acquisition and the additional FARS clauses
cited in the clause are applicable to the acquisition; 52.203-6
