COMPLETION: Seventeen (17) months. To design, develop, and demonstrate a peer level management architecture and implementation to provide for global monitoring and control of information system resources. The developing of this prototype peer-to-peer management system will provide the fundamental architecture and system required to manage increasing complicated and diverse information system resources including communications equipment and network resources, as well as end use devices and applications. The interface will provide mechanisms for exchanging information between management entities, including monitoring and control, as well as fault isolation and status information. A read library containing technical information relating to this acquisition is available for review by potential offerors at Rome Laboratory/C3BC, 525 Brooks Road, Rome NY 13441-4505. This effort requires the use or delivery of Federal Information Processing resources but it has been determined that FIRMR Part 201-39 does not apply. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Marie E. Viscelli, A/C 315,330-1954. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. No telephone requests for the solicitation will be honored.
