Proposal (RFP) for the design, development, integration, and test of
three (3) Joint Airborne SIGINT Architecture (JASA) Low Band Subsystem
(LBSS) Demonstration Units, a segment of the JASA Advanced Concepts
Technology Demonstration (ACTD) Program. The objective of this effort
is to develop and demonstrate a new SIGINT architecture applicable to
multiple service platforms (i.e. Air Force, Army, and Navy) to meet the
Defense Airborne Reconnaissance Office (DARO) and joint service
operational requirements. Estimated value of the resultant forty two
(42) month Cost Plus Award Fee (CPAF) completion contract is $58
million. TOP SECRET/SCI clearance and facilities will be required for
contract performance and for receipt of the RFP. Copies of the RFP will
be available for pick up at Rome Laboratory on 96JAN31. NO COPIES OF
THE RFP WILL BE MAILED. Companies wishing to pick up a copy must
notify, in writing, the Contracting Officer, Mr. Gary L. Slopka. No
telephone requests will be honored. All companies who submitted
requests for the Draft RFP need NOT respond to this announcement. TOP
SECRET/SCI clearances should be sent to SSO RL//I-6-4022-A//.
Contractors must go through their Cognizant Security Authority to get
courrier approval and a courrier letter for presentation to Rome
Laboratory at the time of RFP pick up. A pre-solicitation conference
will be held on 96JAN31 at 9:00 AM in the auditorium of Bldg 106, Rome
Laboratory. Security check will begin at 7:30 AM. Attendance will be
limited to three (3) representatives from each company. This
acquisition will be conducted under Acquisition Reform Lightning Bolt
Initiatives issued by the Acting Assistant Secretary of the Air Force
(Acquisition). Technical support personnel from Mei Technology Corp,
TASC, GRCI, MITRE, SSI, MTC, and other companies may be involved in the
Source Selection process. A read library containing technical
information relating to this acquisition is available for review by
potential Offerors at Rome Laboratory/IRAA, Bldg 240, 32 Hangar Rd,
Rome NY 13441-4114. Appointments for read library access can be made by
contacting Bridgit Withers, (315)330-7151 at least forty eight (48)
hours in advance and by submitting verifications of DOD Secret and TOP
SECRET/SCI clearances of those wishing to visit. DOD Secret clearances
can be faxed to Fran Hnatt at (315)330-2728. TOP SECRET/SCI clearances
should be sent to SSO RL. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Objectives or the terms and
conditions, are not considered to be ''significant concerns'' and
should be communicated directly to the Contract Specialist, Ms. Terry
L. Schooley, (315)330-7629. The purpose of the Ombudsman is not to
diminish the authority of the contracting officer or program manager,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at (315)330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. All requests for the RFP and all clearance messages
must reference code I-6-4022-A and contain the respondent's Commercial
and Government Entity (CAGE) Code. All responsible sources may submit
