FY '97 and four (4) option years for an on-site new start entitled ''ML
Hazardous Material (HAZMAT) and Management/Technical Support'' for the
Materials Directorate, Wright Laboratory, Wright-Patterson AFB OH. The
primary objective of this effort is to support the management of an
integrated hazardous materials, hazardous waste, and pollution
prevention program. The secondary objective is to provide management
and technical support to the Materials Directorate's five Divisions in
terms of database administration, graphical generation, administrative
processing and metrics computation. Inherent in the HAZMAT are
hazardous materials acquisition, classification, control, storage,
handling, disposal, reporting and training. Environmental and OSHA
compliance with local, state, federal and Air Force standards will be
the primary focus, with regulatory changes as they relate to hazardous
materials and hazardous waste incorporated in a timely manner.
Emphasis will be placed on hazardous waste minimization and hazardous
material substitution and reduction. Respondents must demonstrate
previous experience in developing and implementing environmental policy
dealing with one of the following areas: hazardous waste disposal,
hazardous material and pollution prevention. Respondents must
demonstrate a competency and working knowledge of local, state, federal
and Air Force environmental and laboratory safety programs and indicate
how experience was gained in becoming familiar with Air Force standards
for hazardous waste disposal and safety. Respondents must demonstrate
a working knowledge of SQL Relational database system query and LAN
(TCP and NETBEUI) and WAN (TCPIP) systems. The management and technical
support requires several disciplines in order to successfully support
the broad spectrum of material and processing activities within the
Materials Directorate. Respondents must demonstrate capability in a
wide range of labor categories identified as: Project Leader, Technical
Specialist, Principal Analyst/Engineer, Senior Analyst/Engineer, Lead
Analyst/Engineer, Analyst/Engineer, Technical Editor/Associate Analyst,
Staff Member, and Illustrator. Task lengths may be full-time for a year
or part-time for a week. Resumes of potential individuals, as examples,
should be submitted by respondents. Respondents must demonstrate
subcontracting capabilities as they may be required on various tasks.
Respondents should state the size and type of company. Firms responding
should indicate whether they are small, small disadvantaged, 8(a) or
woman owned business or a historically black college or
university/minority institution. The Air Force reserves the right to
consider an 8(a) set-aside or a small business set-aside based upon
responses, hereto. Respondents are further requested to indicate their
status as a foreign-owned/foreign-controlled firm and any contemplated
use of foreign national employees on this effort. Respondents should
state what level of Security Classification the company has or can
