Squadron has a requirement for nonpersonal services for operation,
maintenance and recurring support services of the base
telecommunications system at Cannon AFB NM. The proposed contract is
for one year with four option years. The system consists of a NTI
MSL-100 and a NEAX 2400 (billeting) switching systems, Norstar
Meridian, Panasonic KX-T336, and AT&T key systems, D4 Channel Bank
(remote site), main distribution frame, the inside and outside cable
plants, ancillary equipment and customer premise equipment. There are
both commercial and Defense Switched Network (DSN) trunks, access to
FTS2000, hot lines, data circuits, radio circuits, key systems, and
crash nets. The software is System version release 8.3.1.0. The NEAX
2400 IMS is equipped with approximately 112 lines and 16 trunks. The
software is CallExpress Software Version 1.23A.--This acquisition is
being conducted under a specific agency delegation of GSA's exclusive
procurement authority for FIP resources. The specific GSA DPA case
number is KAA-95-AD011. Competition is open to domestic sources only.
All responsible sources may submit a bid, which shall be considered.
Sources responding to this synopsis must indicate, in writing, whether
they are large or small, disadvantaged or a women-owned business. For
this acquisition, a concern will be considered small under SIC 7378
with size standard of $18,000,000.00. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
