indefinite quantity firm-fixed price service contract for Engineering
and Environmental Investigative Services for investigation of
hazardous waste sites at the former Fort Ord Complex and sites
previously under Fort Ord control in Monterey County, CA. These sites
are in the State of California and the County of Monterey. Services may
include preliminary assessment surveys; site investigations; surveys
and reports (such as asbestos and lead-based paint and monitoring well
surveys and management plans and reports); minor intrusive
investigations; investigative-derived waste sampling and disposal;
human health and environmental risk assessment reports and technical
memoranda; community relations plans; Installation Restoration Advisory
Board workshops; environmental baseline surveys; graphical and
geographic information systems (GIS); general database management;
value engineering evaluation and technical recommendations reports.
Task Orders for specific projects will be issued under the basic
contract. The contractor may utilize subcontractors or consultants
identified in the accepted proposal to perform any of the functions
required by the contract except for program and project management. The
acquisition method is negotiated procurement. A technical and
price/cost proposal will be required. Evaluation by the Government will
result in selection of the firm that represents the best advantage to
the Government. The performance period is one year from the date of
award with four one-year options which may be exercised at the
discretion of the Government. The awarded contract will not exceed
$5,000,000/year (total of $20,000,000) and each task order will not
exceed $2,000,000. This procurement will be conducted under SIC code
8711, engineering services. The size standard for this SIC code is
$2,00,000. Large businesses competing for project must comply with the
FAR 52.219-9 clause regarding the requirement for a subcontracting
plan on the part of the work it intends to subcontract. The recommended
goals for subcontracting are 52.5% for small business, 8.8% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. The Request for Proposals (RFP) will be
available approximately January 29, 1996. Requests for solicitation may

delay your order. There is no charge for the solicitation, however, the
number of copies available may be limited. Your request for
solicitation must reach this office by January 22, 1996 to ensure
receipt. Firms are requested to provide their name, street and mailing
address, telephone number and FAX number and the solicitation number
of the project when requesting a copy of the solicitation. All
responsible sources may submit a proposal which will be considered by
