3428. Research and development sources are sought for a microcircuit
construction study with the goal of establishing a technology, that
enables the construction of wireless instrumentation circuits for
munitions operations and test. The sponsor's objective is to develop
shock survivable microcircuit construction techniques (surface mount
and multi-chi( module) for baseband mixed signal and radio frequency
applications. Consideration of all elements of these circuits,
including substrates, compenents, power sources, oscillators, and
connectors is required., These techniques will eventually be used to
build circuits for use in instruments for battle damage assessment,
fuze testing and warhead testing for hard target penetrators, soft
target attack munitions, and other extreme environment instrumentation
applications. This contract will emphasize the theoretical aspects of
the study of electro-mechanical properties of microcircuit structures
in the presence of severe shock, temperature, vibration, and
acceleration. An empirical study of the problem will be conducted by
the sponsor in parallel to the contracted effort. The sponsor will use
a hybrid circuit assembly facility at Eglin AFB to develop experiments
and to evaluate the contractor's results. The contracted effort shall
begin with a definition of the environments expected for hard target
penetrators, and warhead casing tests, warhead payload tests, and
fuzing tests for each integrating concept. Government data will be
furnished to baseline this task. General models shall be developed for
each application (e.g. bomb baseplates, casings, fuzewells, tailkits).
Models shall be constructed for elementary circuit elements (wirebonds,
epoxy bonds, semiconductors, ceramics, substrate materials, enclosures)
and electrical/mechanical/thermal failure mechanisms predicted. Models
for circuit constructs shall be developed and performance predicted.
Promising construction techniques shall be recommended. A cost plus
fixed fee contract valued at approximately $500,000 is envisioned.
Firms having applicable interest, capability and background should
submit particulars in accordane with Numbered Note 25 to WL/MNK, Eglin
AFB FL 32542-6810, Attn: Becky Kirk. It is anticipated that foreign
sources will be excluded. Firms will be evaluated on their experience,
facilities, and capabilities. Prospective sources should have a
facility clearance of up to the SECRET level. Responses to this
synopsis must be received within 15 days from date of publication. For

notice will not be notified of the results of the evaluation of
information submitted. This synopsis is for information and planning
purposes only, does not constitute an IFB or RFP, and is not to be
construed as a commitment by the Government. After statements of
capability have been screened, a solicitation will be issued to those
prospective sources who, in the sole judgment of the purchasing
activity, have the potential of successfully fulfilling the
requirements of the planned contract. Firms responding to this synopsis
should state whether they are or are not a small business concern as
defined in FAR 52.219-1 (Size standard is 500, SIC Code 8731). The Air
Force reserves the right to consider a small business set-aside based
on responses hereto. This requirement may be pursued sole source if
the Air Force determines that only one source is capable of satisfying
the requirements. The Government anticipates that Research and
Development Streamlined Contracting Procedures (RDSCP) apply to this
acquisition in accordance with DFARS 235.70. A standard request for
proposal (RFP) will not be issued. The complete solicitation will
appear in a subsequent edition of the Commerce Business Daily and
proposals will be due 30 days after issuance of solicitation. An
ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his concern during the proposal development
phase of this acquisition. All potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to the Ombudsman. Potential offerors are
