POC: JOHN GULLY, ARPA/TTO, FAX (703) 696-8401. PROGRAM OBJECTIVES AND
DESCRIPTION: The Advanced Research Projects Agency (ARPA) is soliciting
proposals for the design and analysis of hybrid electric power systems
for advanced land combat vehicles. This effort is part of ARPA's
Integrated Product and Process Development (IPPD) Program to
demonstrate the application of concurrent engineering on land vehicle
design. ARPA is seeking innovative design and analysis concepts
supporting hybrid electric power system architectures, including power
system components and electric subsystem loads, applied to advanced
scout vehicle platform configurations. BACKGROUND: The military is
developing numerous electrically powered subsystems that will provide
superior capability for ground forces in mobility, lethality,
deployability, command and control, and survivability. Typically, a
dedicated power supply has been developed for each of the subsystems.
For this effort, a high degree of integration of the power system and
the subsystems will be required to fit the equipment within the space
and weight constraints of a combat vehicle. Through the use of
Integrated Product and Process Development (IPPD), it is postulated
that electric power system architectures can be designed, modeled and
simulated under various conditions, integration and performance
constraints identified, manufacturing processes assessed, user utility
evaluated, and critical technology selected for further development
before hardware prototypes are fabricated. Ultimately, the time and
cost for development of superior military capability will be reduced
and the military will reap the benefits of superior performance at
lower costs. PROGRAM SCOPE: ARPA has budgeted approximately $3.7
million for FY 1996 for the design and analysis of the power system
architectures for advanced land vehicles. Proposals should not exceed
18 months in length. Multiple awards ae anticipated. Partial efforts
that address individual critical issues will be considered, however,
teaming of these efforts into a coherent program capable of meeting the
objectives is encouraged. The offeror is required to have an existing
approved capability (personnel and facility) to perform SECRET/NOFORN
classified work. Development of hardware and software for the electric
power system component technologies and laboratory demonstration of
architectures may be a Government requirement in the future, however,
such proposals are not within the scope of this BAA. Offerors are
notified that designs and analyses of power system architectures for
land vehicles resulting from this program will be assessed by
government experts using an ARPA developed hybrid electric vehicle
design and analysis tool. This assessment will occur at the completion
of the awarded effort(s). The ARPA tool is currently under development
and is a series hybrid vehicle model integrated in MATLAB/SIMULINK
incorporating a library of electrical system configuration modules,
military-specific subsystem modules, a transient engine module, an
advanced vehicle dynamics module, road cycle modules, controller
modules, and a Graphical User Interface. The tool will be made
available to the contractor(s) before it is used to assess the
architectures. GENERAL INFORMATION: Offerors must submit an original
and seven (7) copies of proposals to the administrative address for
this BAA on or before 4:00 PM (EST), February 21, 1996, in order to be
considered. Offerors are required to obtain a pamphlet, BAA 96-09
Proposer Information, which provides further information on proposal
format, the submission, evaluation and funding processes, technical
scope, land vehicle definition, and other general information. Requests
for this pamphlet, all administrative correspondence, and questions on
this solicitation should be directed to one of the administrative
addresses below, e-mail or fax is preferred. ARPA intends to use
electronic mail and fax for correspondence regarding BAA 96-09.
Proposals not meeting the format described in the pamphlet may not be
reviewed. Facsimile transmissions or electronic media transmissions of
the proposal will not be accepted, any so sent will be disregarded. It
is the policy of ARPA to treat all proposals as competitive information
and to disclose the contents only for the purposes of evaluation. The
Governmentintends to use selected technical experts from System
Planning Corporation and Maritime Applied Physics Corporation to read
the proposals and provide advice on specific technical areas. These
companies are restricted by their contract from disclosing any
submitted information or using it for purposes other than performing
the technical assessment. By submission of a proposal, the offeror
agrees that its technical and management information may be disclosed
to those selected technical experts for the limited purpose stated
above. Nondisclosure notices notwithstanding, proposals will be handled
for administrative purposes by a support contractor, System Planning
Corporation. Selections under this BAA will be made only by Government
evaluators. This CBD notice, in conjunction with the pamphlet BAA
96-09 Proposer Information, constitutes the Broad Agency Announcement
as contemplated by FAR 6.102(d)(2). A formal RFP or other solicitation
regarding this announcement will not be issued. Requests for same will
be disregarded. Evaluation and selection of proposal(s) for award will
be made to those offerors whose proposal is considered most
advantageous to the Government, price and other factors considered. The
Government reserves the right to select for award any, all, part, or
none of the proposals received in response to this announcement. In
addition, the Government reserves the right to award either contracts
or assistance instruments. All responsible sources capable of
satisfying the Government's needs may submit proposals which will be
evaluated as received. Historically Black Colleges and Universities
(HBCU) and Minority Institutions (MI) are encouraged to submit
proposals and join others in submitting proposals, however, no portion
of this BAA will be set aside for HBCU and MI participation due to the
impracticality of reserving discrete or severable areas of research in
the design and analysis of advanced power systems for land vehicles.
EVALUATION CRITERIA: Evaluation of the proposals will be based on the
following four criteria, which are listed in decreasing order of
relative importance: (1) overall scientific and technical merit, (2)
offeror's capabilities and related experience, (3) potential
contribution and relevance to the ARPA mission, and (4) cost and cost
realism. Note: cost realism will only be significant in proposals which
have significantly under or over estimated the cost to cmplete their
