Ext 3402. A--INTRODUCTION: This is a Program Research and Development
Announcement (PRDA). PART 1 OF 2. Air Force Wright Laboratory, Armament
Directorate, Flight Vehicles Branch (WL/MNAV) is interested in
receiving proposals for trade studies and simulations under the Time
Critical Target Technology (TCTT) Program. Proposals in response to
this announcement must be received no later than 12:00 noon central
time 12 Feb 96 and addressed to Wright Laboratory, Armament Contracting
Division, 101 W. Eglin Blvd, Ste 337, Eglin AFB, FL 32542-6810, Attn:
TBD (WL/MNK). Proposals submitted after the cut-off date specified
herein shall be treated in accordance with FAR 52-215-10, ''Late
Submissions, Modifications and Withdrawal of Proposals.'' Respondees
should reference the above number (MNK PRDA-96-0002). Proposals
submitted must be in accordance with this announcement. Since this is
a Program Research and Development Announcement (PRDA), there will be
no formal request for proposal or other solicitation regarding this
announcement. Offerors should be alert for any PRDA amendments that may
be published. The Government reserves the right to amend the due date
to allow for subsequent submission proposal dates. If sufficient
proposals are selected to satisfy the PRDA objectives as a result of
the first submission, subsequent opportunities for proposal submission
will not be available. B--REQUIREMENTS: (1) Technical Description:
WL/MNAV is initiating a research effort under the Time Critical Target
Technology (TCTT) program. The goal of this program is to identify
technological challenges to and establish the technology base for the
development of an affordable, fast reaction, air-launched weapons
system. There is a recognized Air Force need in this area. The
emergence onto the world scene of tactical range missiles armed with
nuclear, biological or chemical warheads dictates a compelling
requirement to eliminate these threats using very fast reaction counter
weapons and with short notice. The need for rapid response has never
been more militarily important. These tactical missiles are often
transported on mobile launch platforms which can be quickly assembled
and disassembled thus allowing the aunch platform a quick getaway from
potential counterattackare capable of quick setup, launch and
withdrawal from the launch site. The rapid setup/launch/retreat tactics
thwart attempts to disable the mobile launchers with current weapon
systems. However, the required setup/launch/withdrawal time does open
a window of opportunity which a rapid response weapon system could
exploit. One possible scenario might involve the detection of an
impending or recent missile launch from a mobile launcher Attack
scenarios calling for time critical target weapons to eliminate threats
approximately 500 miles away within 3 to 5 minutes. The time critical
target (TCT) weapon would have from the time of detection to the time
of mobile launcher retreat to attack the target. This is only one
possible scenario, it is left to the offeror to determine the most
effective scenario, including weapon range and speed requirements, for
disabling the tactical-range missile threat using an air-delivered
weapon and to devise the most feasible approach for executing such a
scenario. To provide focus to this effort, the following ground rules
will be followed: a) open a new arena for weapon subsystem development
efforts. The threat is defined as any component of an adversary's
tactical range missile system which, if disabled by an air-launched TCT
weapon, would prevent additional missile launches from a given missile
launcher for a minimum of 24 hours or, preferably, permanently, b)
Target detection will occur upon launch of a tactical range missile, c)
Target location at time of detection will be known to within 10 feet,
d) The TCT weapon will not be required to perform any defensive
maneuvers. This program will consist of conceptual trade studies,
component level evaluation as necessary and system simulation to
provide a design guideline for time critical target technology
development. The effort will begin with a conceptual trade study which
identifies several promising approaches to the rapid elimination of
the threat. The trade study will include a preliminary determination of
the basic mission requirements, such as response time and range, along
with the most feasible mission profiles Affordability will be an
important consideration for selecting promising technologies. New,
innovative and low-cost approaches are encouraged, however, the
Government will consider proposals which promote conventional weapons,
unconventionl weapons or both. A technology survey identifying
existing and emerging technologies available to address the time
critical target problems will then be undertaken. Sensors, processors,
guidance, control, airframe, material, warhead, safe and arming,
fuzing, propulsion and any other component/subsystem technologies
associated with conventional and/or non-conventional weapons systems
will be surveyed and identified. The most promising concepts will be
modeled in system level simulation, and the performance of various
technology suites will be evaluated against representative time
critical targets such as Surface-to-Surface missile (SSM) sites,
Surface-to-Air missile (SAM) sites, Transport Erector Launchers (TELs)
and buried command and control targets. The simulation results will be
used to evaluate the most promising, low-cost technologies and generate
a set of design guidelines and a programmatic roadmap for applying
these most promising technologies in future time critical target
weapons. (2) Deliverable Items: The following are required deliverable
items: (a) An TCTT Concepts final report (a draft final report will be
delivered 30 days after the end of the technical effort) that
completely documents the results of the technology survey, trade
studies, simulations and roadmaps (3) Security Requirements: The
literature survey may identify relevant classified technologies.
Participants in this effort must be able to obtain an appropriate
security clearance and must be able to conduct classified literature
surveys as well as properly handle, generate and safeguard classified
secret documentation. Contact the technical point of contact at the end
of this announcement with any security-related questions. (4) Other
Special Requirements: The Government anticipates the following program
reviews and meetings: (a) Kickoff meeting within one month of contract
award at contractor's facility, (b) Two technical interchange meetings
at alternating sites between the contractor's facility and WL/MNAV
offices at Eglin AFB FL. The first technical interchange meeting will
be held 6 months after contract award and the second will be held 18
months after contract award., (c) A final program review at program
completion at Eglin AFB FL. C--ADDITIONAL INFORMATION: (1) Anticipated
Period of Performance: 24 months. (2) Expected Award Date: 1 May 96.
(3) Government Estimate: The Government expects to fund this proram at
a level of approximately $200K for FY96 and $250K per year for FY97
and FY98. This is an estimate only, not a promise of funding

contracts to address differing technologies, provided funding is
available. (4) Type of Contract: Cost plus fixed fee is anticipated.
(5) Government Furnished Property: It is the offeror's responsibility
to identify any equipment to be used whether contractor-owned and
furnished or Government-owned and furnished. The Government will assist
in providing Government-owned property as appropriate and if available.
(6) Size Status: For the purpose of this acquisition, the size standard
is 500 employees (SIC 8731). Respondents should state whether they
qualify as a small business, a small disadvantaged business, or a small
woman-owned business under this SIC code. Any respondent who is a
Historically Black College and University or a Minority Institution
should so state. This is an unrestricted solicitation: Small Businesses
are encouraged to propose on all or any part of this solicitation.
D--PROPOSAL PREPARATION INSTRUCTIONS: (1) General: Offerors should
consider instructions contained in the ''Proprietary Information'' and
''When and How to Submit'' sections of the AFMC Pamphlet 64-101,
''Unsolicited Proposal Guide'', copies of which are available by
writing to: AFDTC/BC, 205 West D Avenue, Ste 449, Eglin AFB, FL
32542-6863, or telephone (904) 882-2843, ext. 3. AFMC Form 190, Policy
Agreements, does not apply to Program Research and Development
Announcements. Additional proposal questions should be directed to one
of the points of contact listed elsewhere herein. Technical and cost
proposals, submitted in separate volumes, are required and must
reference the above PRDA number. Volume 1 should provide the technical
proposal and Volume 2 should address the price/cost portions of the
proposal. Volume 1 should be limited to a total of 50 pages, including
resumes, charts, figures, tables, etc. Pages in excess of the
specified 50 pages will be removed and returned to the offeror before
evaluation begins. A page is defined as one side of an 8.5 x 11 inch
piece of paper with information on it. Minimum print size is 10 point
type, or 12 pitch. Proposals shall be submitted in an original and 4
copies. All responsible sources may submit a roposal which shall be
considered against the criteria set forth herein. Copies of the
proposals may be forwarded, if the offeror authorizes in writing, to
other interested government agencies for funding consideration.
Authorization for limited reproduction and dissemination within
Government Agencies and National Laboratories is requested. Offerors
are advised that only the Contracting Officer is legally authorized to
contractually bind or otherwise obligate the Government. (2) Cost
Proposal: The accompanying cost proposal/price breakdown shall include
a person-hour breakdown by task, a cost element summary (labor,
overhead, travel, G&A, etc.), and an SF1411, if applicable. Estimated
costs for tests or historical data for similar efforts are requested
for program office budgetary estimation and value estimation. The cost
of preparing proposals in response to this announcement is not
considered an allowable direct charge to any resulting contract, or any
other contract. It is, however, an allowable expense to the normal bid
and proposal indirect costs as specified in FAR 31.205-18. (3)
Technical Proposal: The technical proposal shall include a detailed
technical approach for performing the following: (a) conceptual trade
study including an initial determination of mission requirementsa
technology survey, (b)) trade studies and initial designs, a survey of
technologies required to address the time critical target problems,
(c) any necessary component-level evaluations, (d) a system-level
simulation of proposed weapons systems versus the indicated threats,
