20 -- FURNISH AIR FILTRATION AND CLOSED CRANKCASE EMISSION SYSTEM FOR VARIOUS DIESEL ENGINES Sol DTCG80-96-B-3FA754 due 022096. Contact Mr. Kevin L. Brumfiel, Contracting Officer, (212) 668-6273. Provide all labor, material and equipment necessary to furnish an Air Filtration and Closed Crankcase Emission System for each of the two diesel engines onboard all Coast Guard cutters in the 41 Foot UTB, 44 Foot MLB, and 55 Foot ANB classes. Each of the three systems shall have the following salient characteristics: 1) High performance air filtration system to meet required CFM of air at maximum engine RPM, 2) Components that are suitable for use in marine environment, 3) No moving parts, 4) Reusable air intake filter, 5) Separate at least 90 percent of suspended oil from crankcase vapor, 6) Effectively return oil back to the crankcase, 7) Reroute fuel rich gases through the engine intake, 8) Create a slight decrease in normal engine operating crankcase pressure to eliminate oily vapors from escaping to the engine room, 9) Maintains normal engine operating parameters, 10) Oil drain hoses meeting the requirements of SAE J-1942, 10) Require very low maintenance (cleaning of air filter), 11) Adapt to existing engine air intake and crankcase vents, 12) Accessible for maintenance without interfering with engine room's normal accessibility upon installation. Systems in the 44 Foot MLB and 55 Foot ANB shall have the following specific characteristics: 1) Air box collector for the air box drains, 2) Check valve on each air box oil drain line. There will be three individual first article tests, one for each system. The contractor shall ensure that the filtration system will not create more than 2 dB(A) increase in engine room noise level from current standard. One set for each boat class must be delivered within 30 days of contract award. At this time the projected delivery date is 1 May 96. Based on successful first article testing and delivery there will be two option years for each system and class of vessel. The proposed contract listed here is a Small Business Set-Aside. Plans and specifications will be issued on or after 19 Jan 96. All responsible sources may submit a bid which shall be considered by the United States Coast Guard. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 per contract to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $500,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
