labor, material, equipment, transportation and supervision required to
demolish wood handrails at existing ramp to Marine Safety Office and
excavate for a new parking lot, an access drive and sidewalks.
Excavated material to be hauled to an on-site stockpile. Provide new
parking lot, access drive and approximately 85 linear ft. of new
concrete sidewalk, including approximately 60 linear ft. of aluminum
handrails. Lot will provide 20 parking spaces including pavement
striping. Job also includes raising two clean-outs, raising one
electric hand-hole, one telephone hand-hole, and two guard posts,
placing of fill material, topsoil, seeding and mulching. The SIC Code
assigned is 1771. Due Date for Quotes will be approximately 13 Feb
1996. Note: There is a non-refundable charge of $20.00 for this
solicitation package. Payment must be in the form of a cashier's check,
certified check or money order which is payable to the ``U.S. Coast
Guard.'' Cash, personal checks or company checks will not be accepted.

assist minority, woman-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
