combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. ***This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued.*** Solicitation No.
RFP-FMS-96-0005 is issued as a request for proposal (RFP). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-34. This procurement
is a small business set-aside. The SIC Code for this acquisition is
5063 with a size standard of 500 employees. Proposals shall provide
pricing for the following line item(s): CLIN 0001, Yuasa-Exide 2dx-25B
(184 cell) batteries or equivalent, including all intercell hardware
(accessories and connectors), for Exide Uninterruptable Power Supply
System (UPS) DU94690 (Series 3000, Model 600 KW), Qty. 92, Units-Each.
Batteries shall be constructed of two cells per jar, have an expected
life of 20 years at 77 degrees Farenheit, and fit on the existing UPS
racks, which have the following capacity: 5,201 Watts to an end
voltage of 1.67 volts/cell for 5 minutes; 3,743 Watts to an end voltage
of 1.67 volts/cell for 15 minutes. Offerors may provide product
literature in lieu of unique technical proposals. Offerors shall offer
FMS at least the same warranty terms, including offers of extended
warranties, offered to the general public. The minimum duration of
express warranties shall be 20 years. Inside delivery of batteries
shall be made to the U.S. Department of Treasury, FMS, 3700 East-West
Hwy., Rm. 127, Hyattsville, MD, 20782, within 90 days after contract
award. The following FAR provisions apply to this acquisition:

Evaluation of Offers--Commercial Items; 52.212-3, Offeror
Representations and Certifications--Commercial Items; 52.212-4,
Contract Terms and Conditions--Commercial Items; and 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders--Commercial Items. ***A completed copy of the provision at
52.212-3 shall be provided with offers.*** Applicable provisions of

numbers of all provisions that must be retrieved to enable offerors to
provide complete and accurate offers. Offerors that cannot access the
