The USCG intends to negotiate and contract with Pacific Bell Telephone Company for the relocation, including disconnect and reconnection, of Pacific Bell owned and operated main telephone terminal facilities from one Coast Guard Island location (Bldg. 51) to a newly constructed facility (as yet unnumbered) also located on Coast Guard Island. All services are required to be complete not later than 1 May 1996. The RFQ will be issued fifteen calendar days after the date of publication of this notice with award anticipated not later than 9 Feb 1996. This procurement is not a Small Business Set-Aside. The SIC code is 1731 and the small business size standard is $7.0 million dollars average annual receipts for the preceding three fiscal years. All responsible sources may submit a bid which shall be considered by the agency however, ANY BID SUBMITTED MUST INCLUDE CERTIFICATION OF QUALIFICATIONS AND INDEMNIFICATION FROM PACIFIC BELL TELEPHONE COMPANY, ALLOWING THE PROPOSER PERMISSION TO HANDLE PACIFIC BELL PROPERTY. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
