Columbia Facilities Service Office intends to award one or more
Construction Management Support Service Contracts that may include
support for United States Postal Service Architectural Barriers
Compliance Program (Handicap Accessibility), which will be for a
two-year base with three, one-year renewal options. Work orders will be
negotiated and issued as individual projects. Responses are desired
from construction management firms who can perform construction project
evaluation of a technical nature. Accordingly selection will depend on
the adequacy and completeness of information submitted in response to
this solicitation. The Postal Service has assigned relative value to
the following list of criteria. Thus the greater degree of expertise
reflected by your response to each element, the greater the relative
value awarded to your firm: (a) Construction Management experience
maximum score, maximum score - 25; (b) Technical personnel
qualification, maximum score - 20; (c) Negotiation and Cost control
expertise, maximum score - 20; (d) Management approach, maximum score
- 10; (e) Staffing resources, maximum score 10; (f) Claims resolution
expertise, maximum score - 10; (g) Minority business enterprise,
maximum score - 5; to a maximum possible score of 100 points.
Evaluation of proposals shall be a two-step process, wherein, all cost
proposals shall remain unopened and safeguarded until all technical
proposals have been evaluated. Where it is deemed necessary in order to
complete the technical evaluation process, the evaluation committee may
visit an Offeror's facility for the purpose of further determination
relative to any aspect of information furnished in response to the
solicitation. A minimum of one (1) week's notice will be given prior to
any office visit. Only those firms whose technical proposals are
determined to be within the competitive range, technically, will be
identified to the Contracting Officer. The technical proposal will be
evaluated by a USPS committee of no less than three (3) members. The
technical evaluation is ranked without regard to the cost of the
proposed services. Each technical proposal will be ranked numerically
by each evaluator, using the factors and point values as shown above.
Upon establishment of the list of firms whose technical proposal is
within the competitive range, based on the above technical criteria,
then their cost proposal will be used to determine the final selection.
It is prohibited to pay any fee, commission, percentage, or brokerage
fee to any person or firm contingent upon or resulting from award of a
contract for this solicitation. No other general notification for this
project will be made except modifications to this notice in the CBD.
