source procurement is contemplated with Physics Mathematics and
Computers Incorporated (PMC), P.O. Box 787, Socorro, New Mexico 87801
(See numbered Note 22). Point of contact at PMC is Mr. Patrick D.
Buckley, President, (505) 835-2951. PMC is the only known qualified
source to perform this effort. Modifications are required to improve
the existing ''Ordnance Package Evaluation Code (OPEC)'' computer
program, ( copyright 1994 PMC, Inc. The modifications will upgrade this
program in several areas including: designing and implementing an
improved procedure for tabulating target direct hit, blast and fragment
kill at the component level, designing and implementing an improved
screen menu system for entering analysis conditions data, and
implementing the FATEPEN2 fragment penetrations equations. PMC is
uniquely capable of performing these tasks through their direct
experience with the original software engineering, design and
implementation of the original PointBurst and subsequent OPEC computer
programs. PMC developed and tested OPEC under Motorola Subcontract No.
XXQ412 (Government Contract F08635-90-C-0039) entitled ''Lethality
Analysis Tools Development Programmable Ordnance Technology''. OPEC is
built upon PMC's original PointBurst code. OPEC contains new
algorithms and models from existing Air Force endgame simulation
programs. PMC has demonstrated its expertise on many prior and ongoing
contracts dealing with endgame simulation, fuze modeling, warhead
modeling, lethality and vulnerability predictions. PMC has recently
developed a PC based computer program ''Advanced Concept Evaluation''
under US Army Contract DAAE07-92-C-R057 that gives them experience with
the integration of using the FATEPEN2 code as an analysis module. The
knowledge gained from these and other related programs and the fact
that PMC has intimate knowledge of the details of the OPEC program
would result in much shorter development times and allow more of the
required modifications to be completed within the given budget. The
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. Firms having applicable background,
interest, and capability may submit particulars, in acordance with Note
22, within 15 days of publication, to Wright Laboratory (WL/MNK), Attn:
Dana Sillars, 101 West Eglin Blvd, Ste 337, Eglin AFB FL 32542-6810. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his concern during the proposal development
phase of this acquisition. All potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use the Ombudsman. Potential offerors are
