Aircraft. FOB Destination with required delivery of 154 each to New
Cumberland, PA at a rate of 34 each 315 days ADC and 100 each per month
thereafter until completion. This procurement requires
prequalification. All responsible sources may submit a proposal which
shall be considered by the agency. Authority and justification is 10
U.S.C. 2304(c)(2); FAR 6.302-2, Unusual and Compelling urgency. This
requirement is a Fatigue Critical Component that is subject to Fatigue
Testing. Based on the urgency of the acquisition, the required
delivery schedule does not permit time for untested sources to
completed Fatigue Testing. Therefore, the proposed action will be
restricted to sources that have passed Fatigue Testing. Tested sources
are: Bell Helicopter Textron, Inc., Fort Worth, TX; Hydro-Mill Co.,
9301 Manson Avenue, Chatsworth, CA 91311-5202. The time required for
approval and Fatigue Testing of new suppliers is as such that award and
delivery cannot be delayed pending approval of a new source. Firms are
encouraged to seek source approval in order to compete for future
