Acquisition shall be considered for 100% set-aside for emerging small businesses (ESB). RFQ must indicate a positive statement of eligibility as an ESB, evidence of capacity to obtain required payment bond, and specific information which demonstrates the capability to perform projects of this complexity and magnitude. Upon award of this project, contractor will be required to provide alternative payment protections which are outlined in the RFQ. Limitation on subcontracting, FAR Clause 52.219-14 applies.
