R -- METERING, PRESORTING, BARCODING AND CONSOLIDATION OF FEDERAL GOVERNMENT LETTER MAIL WITHIN THE STATE OF HAWAII PRIOR TO DISPATCH TO USPS Contact Point, Barbara Flohr, (415) 556-3042 Contracting Officer. The IRS intends to negotiate with Hawaii Presort Mail Services, Inc. on a sole source basis under the authority of FAR 6.3 for metering, presorting and barcoding Federal Government mail prior to it's dispatch to the United States Postal Service (USPS). Outgoing mail preparation services shall be provided to any federal organization (single agency or consortium of agencies) located within a 20 mile radius of Honolulu area. Interested parties may respond to indicate an interest and convincing capability to determine whether the Government should conduct a competitive procurement. Responses must convey clear and convincing documentation of advantages to the Government to consider another source. Written responses must be received within fifteen (15) calendar days after publication of this notice. Included in the response must be sufficient information to determine capability to meet the requirement. A determination by the Government not to compete this proposed acquisition based upon response to this notice is solely within the discretion of the Government. (352)
