Everton.K5m/Pkocd/916-643-3824 Sacramento Air Logistics Center is
procuring a casting manipulator to service the casting shakeout,
cooling and shotblast system in the Casting Emissions Reduction Program
(CERP) Pilot Metal Casting Facility. The Government is also procuring
associated data, service visits, on call telephone assistance, and
spare parts. It is the intent of the Government to purchase a
commercially available casting manipulator system, without the need for
new development; therefore, the contractor shall demonstrate that they
have manufactured and sold casting manipulators for a minimum of ten
(10) years. The contractor shall include proof of required
qualifications in their solicitation response. (Equipment shall comply
with 29 Code of Federal Regulations 1910 (OSHA). All electrical
devices shall comply with NFPA-70-1993, National Electric Code and
NFPA-79-1994 requirement, Electrical standard for Industrial Machinery.
The contractor shall inform the government of any standard(s) updated
that the contractor becomes aware of that will impact these
specifications. Changes necessary from standards updates shall be
negotiated, if required. The casting manipulator shall be used to
remove castings weighing up to 250 lbs. from the casting shakeout
feeder and place the castings on a hanger suspended from the casting
cooling and shotblast conveyor system at a rate of 90 castings per
minute. The casting manipulator shall also be used to remove the
casting from the casting cooling and shotblast conveyor system hanger
once the casting has been cleaned. The casting manipulator shall then
place the casting on a storage pallet. The casting manipulator shall
have an articulated boom with 10'-0'' reach and 360 degree rotation and
shall include the necessary casting gripping and handling device. The
manipulator shall include an air conditioned, enclosed side cab for the
operator. An Ombudsman has been appointed for this acquisition. The
primary purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concerns during theproposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. Potential
offerors should use established channels to request information, pose
questions and voice concerns before resorting to using the Ombudsman
services. Potential offerors are invited to contact Allen Taylor at

synopsis. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. All responsible
sources may submit a proposal/quotation which shall be considered by
the agency. When requesting a copy of the solicitation, provide
information as to whether your organization (together with its
affiliates) is a large business, small business or whether it is a
small disadvantaged business. All interested parties are urged to
provide their CAGE code and DUNS/CAGE code with their written or fax
request for solicitation documents. Requests must be written. Verbal
requests will not be honored. All requests must state that the vendor
is not currently on the Consolidated List of Debarred, Suspended and
Ineligible Contractors or otherwise ineligible to receive Government
