National Institute of Standards & Technology (NIST) proposes to
negotiate on a sole source basis with William Swann, 7635 Beaver Rd.,
Glen Burnie, MD 21060 to design, build and characterize
moderate-accuracy and high-accuracy wavelength reference systems for
wavelength calibration in the 1500 nm region. To meet industry need for
traceable wavelength standards to calibrate euipment used in optical
fiber communications, NIST plans to produce Standard Reference Material
(SRM) absorption cells containing acetylene or hydrogen cyanide vapor.
The high accuracy wavelength standard need will be met by stabilizing
a fiber laser to a narrow absorption line of rubidium which is laser
cooled and confined in a vapor cell trap. This project requires
expertise in spectroscopy techniques, constructing and operating
diffraction-grating diode laser systems, laser cooling and trapping of
atoms using a vapor cell trap, making and evaluating optical fiber
Bragg gratings, as well as designing and constructing a variety of
laboratory equipment for the above applications. This procurement is
being conducted under the Simplified Acquisition Procedures and is set
