Combatant Integrated Ship Defense Systems (ISDS): POC Hamilton,

Surface Combatant Integrated Ship Defense Systems study is to address
individual elements (such as sensors, command systems or weapons)
and/or complete weapon systems which can be developed, demonstrated and
fielded in the 2010 through 2020 timeframe. the purpose of the study is
to identify viable concepts/technologies that can be integrated into a
complete weapon system and significantly improve the Surface
Combatants capability to defend against theater air threats such as the
Anti-Ship Cruise Missile (ASCM). In support of the 6 month study effort
being conducted by the National Security Industrial Association (NSIA),
sponsored by the Office of the Chief of Naval Operations (OPNAV N865),
PEO(TAD) is soliciting ideas, concepts and technologies from the
defense community (both industry and government agencies). PEO(TAD) is
the Navy's acquisition command for Integrated Ship Defense Systems. It
is requested that the information provided be structured in such a way
as to keep it unclassified. Defense community participants who have
ideas/concepts/technologies that they wish to submit to the study team
should forward their material to NSAI ISDS Study Team Coordinator,
4800 East River Road, Minneapolis, MN 55421-1498 or fax to (612)
571-1636 (unclassified). The point of contact for mailings and faxes is
Russ Schuler (Study Team Coordinator). Strict confidentiality of
proprietary information is assured to the extent permitted by Federal
Law. ISDS concepts must arrive no later than close of business 12
January 1996. Submittals received after that will not be evaluated.
PART 2 OF 2. The ground rules for the NSIA coordinated study are to
identify candidates for ISDS introduction that canprovide the U.S. Navy
Surface Fleet with ship self defense performance equal to or better
than the combined performance of the three currently fielded ship self
defense systems (Close-In Weapon System (CIWS), Rolling Airframe
Missile (RAM), NATO SeaSparrow Missile Syste(NSSMS) including funded
improvements planned for these systems); ship fit (goal is to have the
on deck portion of the 2010 system be no larger than the current RAM
launcher); engagement range of 5-6nm; salvo size of up to 5-6 weapons
and most important is the goal of 100% Probability of Rail Annihilation
(PRA). Information being sought includes, but is not limited to, on
board/off board assets such as sensors, tracking systems, control
sytems, missiles, projectiles, launching systems, gun mounts, computing
systems, network architecture, data correlation/integration devices,
decision tools, directed energy devices, decoy devices, communications
and data link devices, fire control systems, threat identification
processes, kill assessment techniques/devices and any other equipments
or computer programs that can improve the surface combatant's ability
to defend itself. Format: Concept papers shall consist of a ONE-PAGE
SYNOPSIS containing title, need being addressed, a description of the
element or system, it's predicted performance factors, the risk of
fielding the concept/idea including cost and schedule implications, an
explanation of how the concept idea fits into/replaces all/part of the
ISDS and identification of any associated technologies that must be
developed to field the concept/idea. Only one hard copy of each concept
paper should be provided. This announcement provides no funding for
concept development purposes. Concept papers will not be returned after
evaluation. Unless otherwise stated herein, no additional written
information is available, nor will a formal BAA, RFP or other
solicitation regarding this announcement be issued. Requests for the
same will be disregarded. The Government reserves the right to select
