The General Services Administration, Public Buildings Service (PBS)
intends to enter into negotiations with AT&T Systems Leasing
Corporation, 255 Telegraph Road, Bloomfield, MI 48302 for the purchase
of AT&T PROMPT software and support services. The contract duration
will cover five years. PBS is responsible for managing commercial real
estate inventory spanning 8000 buildings including over 25000 billable
assignments totalling an annual income stream of over 4.6 billion
dollars. Approximately 10000 space assignments are altered annually and
PBS handles over $2 billion in lease payments. PBS is a diverse
organization and requires a product capable of supporting all business
lines including over 1200 geographically dispersed primary users
across the nation. PBS supports the major property management, leasing
and billing functions for about 20% of the government-wide building
inventory. PBS requires project management to cover long range real
estate planning, request tracking for relocation or space changes,
alteration monitoring and documenta- tion of lease projects. The PROMPT
software supports an inventory equivalent in size and diversity to
PBS's. The product supports project, inventory, lease and financial
management as well as control in a fully integrated pro- cess
consistent with the way PBS handles its current inventory. It also
modifies inventory composition, locates tenants, articulates space
types, and displays a variety of geographic information. PROMPT
supports vendor payment and bills customers. For example, multiple
charges tailored to a specific billing assignment covered under a
single lease. The product supports multi- tiered lease projects. The
product supports lease arrangements between PBS and landlords and
subleases to PBS customers. PROMPT supports realtime access to data,
and currently supports a nationally distributed client server system
employing a single server and handles over 800 users. PROMPT
incorporates a workflow model in support of process management, use of
an SQL-compliant re- lational database management system, a three tier
client-server implementation with a single primary serveroperating
across a national WAN using TCP/IP already tested across PBS 56kbs or
