procuring a melt shop crane system to service the iron melting and
pouring system in the Casting Emissions Reduction Program (CERP) pilot
metal casting facility. The crane system shall include one (1) ten ton
capacity top riding hot metal/charge make-up bridge crane and one (1)
2 ton capacity hot metal transfer monorail crane. The Government is
also procuring associated data, service visits, on call telephone
assistance, and spare parts. It is the intent of the government to
purchase a commercially available crane system, without the need for
new development; therefore, the contractor shall demonstrate that they
have manufactured and sold bridge cranes for a minimum of ten (10)
years. The contractor shall include proof of required qualifications in
their solicitation response. (Equipment shall comply with 29 Code of
Federal Regulations 1910 (OSHA). All crane hoists shall comply with
HMI, NEC and ANSI standards. The melt shop crane system shall also
comply with ANSIZ241.1-1989 Safety Requirements for handling hot metal
in a foundry. All electrical devices shall comply with NFPA-70-1993,
National Electric Code and NFPA 79-1994 requirements, Electrical
Standard for Industrial Machinery. The 10 ton capacity, 52'-0'' span,
180'-0'' long, double girder top riding type motorized hot metal bridge
crane is required to use an electromagnet to transfer scrap iron, scrap
steel and other charge materials from the truck unloading bunker up and
into the metal storage bins behind the melting furnaces. The bridge
crane shall be used to transfer charge materials from the metal storage
bins into the adjacent furnace charging feeders. The bridge crane shall
also be used to transfer hot metal from the melting furnaces or pouring
furnace. The hot metal transfer monorail crane will consist of a 2 ton
capacity 30'- 0'' long underslung monorail crane. The monorail crane
shall be used to pick up a ladle of molten iron in front of the
induction melting furnaces, raise and move the ladle to a position
where the ladle can be slaged, and raise and move the ladle alongside
and above the pouring frnace where the molten iron will be poured from
the ladle by the operator manually tilting the ladle to allow the
metal to pour into the pouring furnace. An ombudsman has been appointed
for this acquisition. The primary purpose of the Ombudsman is to
receive and communicate serious concerns from potential offerors when
an offeror prefers not to use established channels to communicate
his/her concerns during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. Potential
offerors should use established channels to request information, pose
questions and voice concerns before resorting to using the Ombudsman
services. Potential offerors are invited to contact Allen Taylor at

synopsis. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. All responsible

affiliates) is a large business, small business or whether it is a
small disadvantaged business. All interested parties are urged to

is not currently on the Consolidated List of Debarred, Suspended and
Ineligible Contractors or otherwise ineligible to receive Government
