The Air Force is planning for Tactical Interim CAMS and REMIS Reporting
System (TICARRS) operations and maintenance (O&M) through full-and-open
competition procedures. This effort is for the O&M of the TICARRS,
supporting the Air Force's F-15 and F-16 fleets worldwide, which has
been operational since 1987. The Dynamics Research Corporation (DRC),
located in Andover, MA, is the system developer and has provided O&M
since the system was fielded. If necessary, DRC will support a
three(3)-month transition period beginning at contract award to assist
the new contractor. A contract with a basic one (1)-year period for
FY97 and one (1)-year option for FY98 is contemplated. Specifically,
this would involve computer operations and hardware maintenance,
software maintenance, equipment/communications maintenance, database
maintenance, document/specification maintenance, technical support at
53 sites worldwide, and data entry and analysis support. The software
dedicated to the system is compatible only with Honeywell DPS
9000-series mainframe computer system. For computer operations and
hardware/software maintenance, the new contractor must acquire and
operate a central facility, including peripherals and communications,
24 hours a day, 7 days a week; perform configuration and database
management of system and application software; maintain a software
program maintenance manual and a system interface document; maintain
all Contractor-Furnished Equipment (CFE) and Government-Furnished
Equipment (GFE) central facility hardware and any operating site CFE
hardware; and provide sustaining engineering required to correct
reported system software deficiencies and integrate necessary changes
into system design components and documentation. For database
maintenance, the new contractor must monitor the database and perform
necessary maintenance, which includes partitioning, key/index creation
and deletion, retention, upgrade installation, and quarterly backups.
For site equipment/communications maintenance, the contracor must
provide and maintain all applicable site equipment and contractor-
furnished communications at all TICARRS locations, including CRTs,
printers, printer controllers, modems, concentrators, leased phone
lines, multiplexers, and communications software. For system technical
support, the contractor must provide and maintain all applicable site

operational system support, including data transfer activities,
deployment support, disposition of surplus Government hardware,
operation and maintenance of CFE communications and terminal networks,
and assistance to users in developing difficulty reports. As this
synopsis is for planning purposes only, a solicitation package has not
yet been generated. Once such a package is finalized, another
announcement will be published. An approximate issue date for the
