Congress intends to negotiate with Blue Angel Technologies,
Phoenixville, PA to create public domain application software that
supports the Z39.50 standard and Government Information Locator Service
(GILS) metadata management. The Library requires the creation of a
fully-conformant version of Z39.50 integrated with the INQUERY system
based on the Z39.50 Version 3 kernel as specified by the standard. The
GILS profile, based on Paperwork Reduction Act of 1995 and with OMB
Bulletin Number 95-01. Experience is required with file formats that
will be required for export of data, including Simple Unstructured Text
Record Syntax (SUTRS), Hypertext Markup Language (HTML), Standard
Generalized Markup Language (SGML), Directory Interchange Format (DIF),
and the Library's Machine Readable Catalog (USMARC). If other firms
have the capabilities which meet the needs described above, detailed
information regarding that expertise must be provided to the
contracting officer no later than 30 days from date of this notice. NO
