Navy is soliciting information regarding Expeditionary Bulk Liquids
Technologies (EBLT) which address bulk liquid packaging, transport, and
dispensing for Combat Services Support concepts in conjunction with
Operational Maneuver From the Sea (OMFTS). Supply and service functions
originate at seabases stationed up to 200 miles offshore and are
provided to personnel in scattered locations up to 100 miles inland.
With this type of operation, unnecessary handling and tare are severe.
To reduce this burden, EBLT advanced methods and products for
packaging, handling and dispensing bulk liquids are required. The first
product being pursued is a 10 pack of 500 gallon bulk liquid
containers. The 10 pack is envisioned as being capable of transporting
and delivering 5,000 gallons of bulk liquid in an 8 X 8 X 20 foot ISO
configuration. In this configuration, the 10 pack is to be
operationally identical to a single 5,000 gallon container having a
single inlet/outlet connection capable of fluid transfer rates of 500
gallons per minute (gpm) fill, and 250 to 300 gpm discharge. The
individual containers will be manifolded together for simultaneous fill
or discharge when in the 10 pack configuration. Each individual 500
gallon container will be equipped with fork pockets, lift sling
attachment hardware, and independent inlet/outlet connections capable
of fluid transfer rates of 150 gpm fill or discharge. Individual 500
gallon containers will be removable from the 10 pack configuration
without requiring any valve cycling and shall allow a maximum spillage
of one fluid ounce to be accomplished with a dry break frangible
connection or similar mechanism. Individual 500 gallon containers are
to be self supporting requiring no additional structure to retain shape
and stability whether full or partially full. Containers shall be
capable of withstanding rough handling and transport aboard off-road
tactical vehicles either singularly or as a 10 pack. When empty,
individual 500 gallon containers shall be collapsible or nestable to
allow a maximum number of containers to be stored and transported in an
8 X 8 X 20 foot ISO container. Configuring of idividual containers into
the 10 pack array, to include connecting to the central manifold, is to
be accomplished by a single individual and forklift (if required)
without requiring the operator to leave the lift. A second product
being pursued is a light weight, low cost fluid transfer system. The
transfer system shall be sufficiently small and light weight to allow
addition of the system to each 500 gallon container mentioned above.
The transfer system shall be operable as a stand alone system
independent of any transport vehicle or power generating equipment, ie;
vehicle battery or power train, electric generator, hydraulic power
source, etc. The transfer system may employ reusable or disposable
energy storage devices so long as the device is operable across a broad
range of weather and temperature extremes, and has a usable shelf life
of 7 years minimum. The transfer system and energy storage medium
shall be capable of transferring fluid at a rate of 10 to 20 gpm at a
pressure of 10 psi with the potential of increasing both flowrate and
pressure if further development is applied. The transfer system shall
be capable of start - stop operation to allow transfer of only the
desired quantity of liquid at any specific time. Interested parties are
requested to provide information, e.g. product literature, and to
identify their interest and capability to respond to the requirement.
The response is to be submitted in writing by 31 January 1996 to the
Department of the Navy, NAVFACCO Code 2711-5, Bldg 41, 1000 23rd
Avenue, Port Hueneme, CA 93043-4301. This is not a request for a
proposal, and no contract will be awarded on the basis of responses
received or any follow-up information subsequently solicited. The Navy
will not reimburse costs incurred by prospective sources while acting
to satisfy this request. Shortly after receipt and review of
information received from this announcement, the government intends to
issue a solicitation for receipt of proposals under which awards may
