The Bureau of Reclamation, Denver Administrative Service Center (ASC)
intends to procure additional Automated Classification and Integrated
Personnel Document System software from Resource Management Software,
Inc and obtain related support services, such as training of pertinent
Government personnel, future module development, clustering personnel
series into modules (iaw OPM guidelines), and conversion of existing
series to a Windows based platform, during the anticipated three
(3)years (1 base plus 2 option years) of the contract life. This
software must be fully compatible with existing ProClass Plus software
and will interact with the Federal Personnel/Payroll System (FPPS)
currently being developed by the ASC. The ASC knows of only one product
that can meet the following requirements: ProClass Plus provided by
Resource Management Software, Inc., 9500 Front Street, Suite 210,
Tacoma, Washington 98409. Therefore, the intent of this announcement is
to determine if any other sources exist. No request for proposal is
currently available. This software must be executable on an IBM-
compatible personal computer (PC) platform. It must operate as both a
native windows application under Microsoft Windows version 3.1 and
later versions (not as a DOS application under windows) and as a DOS
application using MS-DOS version 6.0 and later versions. The software
shall run in both a stand alone mode and in a LAN file server mode. The
software shall provide the following capabilities: 1) automated
occupational and classification analysis, using artificial intelligence
techniques against a knowledge base comprised of preestablished
information about series-specific occupations; 2) automatic generation
of the position description, evaluation statements and factors,
crediting plan, Knowledge, Skills, and Abilities (KSAs), and
performance plan (critical results, elements and standards) for a
specified position as a result of the automated classification process;
3) identification of inconsistencies found during the automated
classification process and areas requiring additional review; 4)
modificaton of generated documents using vendor supplied user-friendly
word processing software; 5) electronic storage of completed documents
so that they can be retrieved and operated on at a later time or at a
different location; 6) creation and maintenance of a library of
standard sets of completed documents, which can be used ''as is'' or
modified as necessary; 7) security that ensures that users have access
to only the processes and data which they are authorized to access. In
addition, the following capabilities are required which will utilize
the ASC mainframe platform (IBM MVS/ESA)(it is recognized that these
capabilities will require customization of available software): 1)
central storage of the system so that users can download to local
platforms, the portions of the system required to perform a requested
function locally; 2) central storage of the standard library of
documents so that the documents are available for download through the
provided software for use by users on local platforms; 3) temporary
central storage of documents that must be passed electronically between
users; 4) the automated procedures necessary to control the
upload/download of software/information between the mainframe and the
local platform based upon user request; 5) creation of a specified
interface to the FPPS (which will reside on the mainframe platform); 6)
acceptance and processing capability of a file interface from the FPPS
for display to the user. The software shall allow the user to select
a specific FPPS transaction for update and then pass the appropriate
information back to the FPPS System for update. The software shall also
provide the capability to link the performance management system to the
production of awards that are SF52 based; 7) creation of a specified
interface to the Automated Vacancy Announcement Distribution (AVADS)
System and the automatic update of that system. It is believed that the
aforementioned product, ProClass Plus, can be customized to meet these
additional needs. However, should additional sources with the
capability to provide a product which is fully compatible with ProClass
Plus be identified, they will be considered. Interested concerns must
respond within 45 days of the date of this notice and shall provide
sufficient detail describing and substantiating how they can meet the
above-listed requirements. This is not a formal solicitation; however,
qualified concerns dentified by this notice will receive a copy of the
solicitation when it becomes available. This synopsis may represent the
only official notice of such a solicitation. Responses must be in
writing, reference this notice, and shall be submitted to the above
