272-4075 The Panama Canal Commission seeks sources to procure electric
towing locomotives, prototype locomotives, and spare parts. Design,
manufacture, test and deliver one prototype test electric towing
locomotive, 10 each complete locomotives, and spare parts in accordance
with the contract specifications and contract drawings. Also, there
will be an option to purchase 10 each additional locomotives. The
locomotives will be used to assist ships during transit through the
Panama Canal locks chambers. Key characteristics are approximate weight
of 110,000 lbs. each, operation 460V, 3 phase, 60 Hz alternating
current, which is picked up from a third rail system, towing capacity
of 70,000 lbs at 1, 2, MPH, two windlass units each able to pull 35,000
lbs (total pull of 70,000 lbs). The prototype locomotive should be
delivered CIF Gatun Locks, Republic of Panama, 18 months after receipt
of notice of award. Additional locomotives should be delivered CIF
Gatun Locks, Republic of Panama, 12 months after the successful testing
and acceptance of the prototype. Solicitation is expected to be issued
in mid May 1996 with bid opening to be 100 calendar days thereafter.
