McNeely/Program Manager/315-330-2110. During this thirty-six (36) month
contract period, the contractor shall analyze, design, develop and
deliver a software system that automatically register sets of digital
imagery to the underlying Digitial Terrain Elevation Data (DTED)
without the use of any additional cartographic data. The successful
offeror will require an extensive in-depth understanding of Artificial
Intelligence (AI), Artificial Neural Networks (ANN), Fuzzy Logic
paradigms, together with extensive knowledge in feature extraction,
image registration, data base update, large geospatial data bases and
the problems associated with the utilization/registration of imagery to
the terrain without the aid of feature data. The imagery shall include
synthetic aperture radar, infrared, reconnaissance etc. which is
available within the intelligence community. Extensive capabilities in
utilizing those technologies to update large geospatial data bases is
required for successful completion of this effort. Point of contact is

receive and/or generate technical data subject to export control in the
performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further

1-800-352-3572. The RFP will be released no sooner than 15 days.
Foreign participation is excluded at the prime contractor level. TOP
SECRET clearances will be required for performance. This effort
requires the use or delivery of Federal Information Processing
resources but it has been determined that FIRMR Part 201-39 does not
apply. An Ombudsman has been appointed to hear significant concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. Routine questions, such as clarifications of
the Statement of Work or the terms and conditions, are not considered
to be ''significant concrns'' and should be communicated directly to
the Contract Specialist, Kathleen A. Woodard, 315-330-7529. The purpose
of the Ombudsman is not to diminish the authority of the contracting
officer or program manager, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Chief, Policy and Management Division, at 315-330-7746. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. No telephone requests for
